Licensing Program Analyst (LPA), Bardo Baluyot conducted an unannounced Required Annual site inspection. Upon arrival, LPA conducted a COVID risk self-assessment and met with Site Director, Elizabeth Ortiz. Options Full Day program operates on the campus of Franklin Elementary School which is part of the Whittier Unified School District.

The current Full Day schedule is as follows: 7:30AM- 4:30 PM (Monday -Friday). Children attending the Full Day program use the entire campus. The facility requires a door code to enter and is fully gated. Phone number to contact school is posted at the door. There are a total of eight (8) classrooms and four (4) restrooms available for children to use. Per staff, only four (4) are in use currently due to low enrollment.

According to staff, children that are fully potty trained are escorted to and from the restrooms. In addition, the facility also has exclusive use of three playgrounds. Furniture and equipment were inspected for age appropriateness and good repair. All rooms are well ventilated. There is a small kitchenette in Room #8 which was observed to be clean. Carpeting and flooring were also observed to be maintained. Availability of drinking water is provided via water jugs and disposable cups. Cleaning solutions are stored in areas that are not accessible to children. Children have cubbies and hooks to store their personal items. A variety of games and other learning materials are available. Children at this location nap. Linen and blankets are stored in a way so that they do not touch (between each cot and in bags). Options washes the linen used for napping on a weekly basis or as needed.

The playground is exclusive to the Full Day program as it is the only program on site.

All three playgrounds are completely fenced. There are sandboxes, climbing equipment, hard yards for tricycles and other playground equipment for children to use. Equipment used for climbing appeared to be well anchored and has rubber cushioning underneath to absorb falls. There are also pergola areas and shade structures in place for added shade. Water jugs with cups are taken outdoors as a drinking source. First Aid supplies are kept in a backpack and were inventoried for quantity and expiration dates. Staff's first aid/CPR are current.

Teacher-child ratios were observed to be in compliance. There is a minimum of two staff or more in each classroom. Roster was available and up to date. An Emergency Disaster Drill log is kept. The program conducts routine emergency drills (last recorded 10/24/22). Sign in and out sheets and procedures were reviewed. Children are signed in by parents upon arrival. Children physically present were observed to be signed in.

Menus were reviewed for availability, quantity and appropriateness to children in care. The program provides breakfast, lunch and snack. Options Food Program provides all meals and follow mandated Federal Food Guidelines. Meal menus, license, car seat law, parents' rights for centers, emergency disaster plan and all other posting requirements were observed.


This facility provides Incidental Medical Services – IMS . An IMS plan has been submitted.
There are currently 6 children receiving IMS services. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.
