An unannounced Required – 1 Year Inspection was conducted on 10/06/2022 at 12:00 PM by Licensing Program Analyst (LPA) Katrina Chicote. Facility is currently licensed for a capacity of 36. Licensing staff met with Blanca Litzenger, Early Learning Center Manager (ELCM). LPA was later joined by Jennie Acosta, ELCM. The program currently operates Monday thru Friday from 7:45 AM to 2:45 PM. The facility is made up of three classrooms (RM 16, 18, and 19) on Edison Elementary school campus. LPA was taken on a guided tour of the facility of both indoors and outdoors. LPA observed required licensing postings in each classroom.

At the initial start of the site visit, LPA observed no children and no staff in RM 16, 18 children and three staff (Staff #2, #3, and #4) in RM 18, and 15 children and two staff (Staff #5 and #6) in RM 19, total census 33 children. Children were transitioning to nap time upon arrival to facility.

Beginning at 12:03 PM, furniture and equipment were inspected for age appropriateness and good repair in each classroom. LPA observed child size tables and chairs available for children in care learning stations in each classroom for Art, Dramatic Play, Math and Science with toys that are child appropriate and well maintained free of loose and sharp parts available for children in care. LPA observed library area with seating available for quiet play. Telephone service, heating, lighting and ventilation were evaluated. There were cubbies observed as storage for children's belongings in each classroom. Mats/cots were inspected. Per ELCM, linens are provided by the facility and washed by a laundry service and blankets provided by the parents are taken home weekly. Availability of drinking water was reviewed. LPA observed water pitchers with cups available for children in each classroom. Age appropriate sinks and toilets were inspected for availability, good repair, water temperature, toilet paper, area safety and sanitation. LPA observed two separate bathrooms with one toilet and one sink each available in RM 16 and one bathroom in RM 18 with one toilet and one sink available.

LPA observed a first aid kit is kept in each classroom and was inventoried for supplies. Carbon monoxide detectors were operable and smoke detectors are present in the facility. Fire extinguishers have been serviced on 07/28/2022. Per ELCM, there are no poisons stored at the facility. Disaster drill log was available during today's inspection, last drill conducted on 09/28/2022. Sick/isolation area is located in school's Nurse's Office.

Snack/lunch menus were reviewed. There is no kitchen at the facility. All meals and snacks are delivered from the nearby elementary school cafeteria. Trash cans used to discard food have tight fitting lids.

Beginning at 12:16 PM, outdoor equipment was inspected for safety, cushioning material, good repair and age-appropriateness. LPA observed large play structure and balancing step poles with cushioning material below to absorb fall that is well maintained, bicycles with bike path, child size tables and chairs all well maintained available for children in care. Outdoor play yard is shared with elementary and was observed being used by Kindergarten program at time of inspection. Required shade and fencing were inspected. LPA advised that no children shall be left without the supervision of a teacher at any time. Water pitchers are brought out during outdoor play time for drinking water. Play area was inspected for hazards and inaccessibility to bodies of water; no bodies of water or hazards observed.

Teacher-child ratios were observed and staff names recorded. Care and supervision was evaluated to determine if the basic needs of children are met and appropriate. Sign-in and out sheets and procedures were reviewed. Personal Rights of children were observed by LPA.

All staff and employees have obtained a criminal record clearance or criminal record exemption as a condition of employment with the Long Beach Unified School District.


Staff and Children’s Records were reviewed. CPR card expires on 11/06/2022 for Staff #6. Staff present have proof of the AB 1207 Mandated Reporter Training certificate on file. All staff have been given on the-job training sanitation principles, housekeeping, including universal health precautions. LPA did not review confidential forms and information due to the files being stored at the administrative office.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. The following were discussed with the Facility Representatives:
The fire extinguisher type 2A-10BC must be serviced annually or as often as necessary. Smoke and Carbon Monoxide detectors should be checked and batteries replaced as needed.

Changes should be reported to the Department as soon as they occur such as construction, remodeling, telephone number changes and/or if you move from your location.

LPA advised of the requirement to report Unusual Incidents and/or injuries to the parent/guardian and to CCL within the time frame specified by the regulation.

The facility was found in compliance per Title 22 regulations, there will be no deficiencies cited today 10/06/2022.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site inspection by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
