An unannounced Required – 1 Year Inspection was conducted on 11/09/2022 at 9:20 AM by Licensing Program Analyst (LPA) Katrina Chicote. Facility is currently licensed for a capacity of 40 but have 32 enrolled at this time. Licensing staff initially met with Ruth Cabral, Head Teacher (S1). Facility is located on Buffum Elementary School campus in RM K1 and K2. The program currently operates a part time program in K2 from 7:45 AM to 11:15 AM and a full time program in K1 7:45 AM to 2:45 PM Monday thru Friday. LPA was taken on a guided tour of the facility of both indoors and outdoors. Early Learning Center Manager (ELCM), Amanda Kanbar, arrived during inspection at 9:55 AM. Sign-in and out sheets and procedures were reviewed. LPA observed all children present signed in with full legal signatures.

At the initial start of the site visit, there is a total census of 16 children and a total census of three staff present (Staff #4, #5, #6) in K1 and nine children in K2 with two staff present (Staff #2, #3). Total census of 25 children and six staff.

Beginning at 9:25 AM, furniture and equipment were inspected for age appropriateness and good repair in both classrooms. Telephone service, heating, lighting and ventilation were evaluated. There were cubbies observed as storage for children's belongings. LPA observed child size tables and chairs well maintained and floors to be free of hazards at time of inspection. LPA observed learning stations in each classroom for dramatic play, math, and art with toys and materials available for children that is well maintained free of loose and sharp parts in each classroom. LPA observed a library area with seating available for quiet play option. Per S1, K1 Full Day Program is the only room that offers a nap time. Mats/cots that are stored in closet in K1 were inspected. Per S1, linens are provided by the facility and washed weekly, blankets brought from are taken home weekly. Availability of drinking water was reviewed. LPA observed water coolers with paper cups available in each classroom. Age appropriate sinks and toilets were inspected for availability, good repair, water temperature, toilet paper, area safety and sanitation. LPA observed two bathrooms with one toilet and one sink each in both classrooms, totaling four toilets and four sinks available.

A first aid kit is kept in each classroom and LPA inventoried for necessary supplies. At 9:36 AM, LPA observed carbon monoxide detectors were operable and smoke detectors are present in the facility at time of inspection. Fire extinguishers have been serviced on 07/26/2022. Hazardous items such as cleaning compounds were stored inaccessible to children in a shed in outdoor play ground. Per S1, there are no poisonous items stored at the facility. Per ELCM, sick/isolation area is in Nurse's Office or specific areas in classroom.

Snack/lunch menus were reviewed and posted for the month. All meals and snacks are delivered. Trash cans used to discard food have tight fitting lids. Per ELCM,, AM Program is served a breakfast and Full Day Program is served breakfast and lunch, lunch is served from school cafeteria.

Beginning at 9:40 AM, outdoor equipment was inspected for safety, cushioning material, good repair and age-appropriateness. LPA observed Room K1 having outdoor play time during inspection. LPA observed a play structure, separate slide, and balancing equipment with cushioning material below to absorb fall all well maintained. LPA observed tricycles available for children well maintained on a concrete bike bath and a grassy area available for children in outdoor play area. Required shade and fencing were inspected, LPA observed tables and benches available under covered shade. LPA advised that the children need to be within the direct care and supervision, including visual supervision of the teacher(s) at all times. Per S1, the teachers bring out the water coolers for drinking water outside. LPA observed drinking fountains outside, which S1 states is still turned off and unavailable at this time. Play area was inspected for hazards and inaccessibility to bodies of water; no bodies of water or hazards observed.

Teacher-child ratios were observed and staff names recorded. Care and supervision was evaluated to determine if the basic needs of children are met and appropriate. Personal Rights of children were observed by LPA.

Beginning at 10:22 AM, Staff and Children’s Records were reviewed. All staff and employees have obtained a criminal record clearance or criminal record exemption as a condition of employment with the Long Beach Unified School District. CPR card expires on 04/02/2024 for S1. Staff present have proof of the AB 1207 Mandated Reporter Training certificate on file. All staff have been given on the-job training sanitation principles, housekeeping, including universal health precautions. LPA did not review confidential forms and information due to the files being stored at the administrative office. Children's records were reviewed for completeness. Report Continues - Page 2 of 3

Incidental Medical Services:
This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. The fire extinguisher type 2A-10BC must be serviced annually or as often as necessary. Smoke and Carbon Monoxide detectors should be checked and batteries replaced as needed.

Changes should be reported to the Department as soon as they occur such as construction, remodeling, telephone number changes and/or if you move from your location.

LPA advised of the requirement to report Unusual Incidents and/or injuries to the parent/guardian and to CCL within the time frame specified by the regulation.

The facility was found in compliance per Title 22 regulations, there will be no deficiencies cited today, 11/09/2022.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site inspection by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
