Inspection conducted in Spanish
Licensing Program Analyst (LPA) Alicia Mooberry conducted an unannounced Required 1 year inspection to the above facility. Upon arrival LPA met with Nancy Lopez, Licensee who guided analyst on a tour of the facility. Also present during this inspection, were assistants, Maria Servellon and Dolores Cornejo. There were 10 children present including 2 infants upon arrival. Per licensee there are 14 children enrolled. A current children’s roster was available for review. Per licensee, there are 3 adults and 2 children currently living in the home. Hours of operation are M-F 7am-5pm.

Staff from Crystal Stairs and Headstart were also present during today's inspection.

The facility consists of one-story with 4 bedroom, 1 bathroom, living room, dining room and kitchen. There is also a fenced front yard and fenced backyard. The children use the bathroom in the hallway, living room and dining room bedroom and daycare room (previously bedroom and office).
Areas off limits include: 2 bedroom and front yard. Bedrooms are made inaccessible with child-proof door knobs. There are safety locks in the kitchen cabinets as well as the bathroom cabinets. Knives and sharp objects are kept in locked drawer. Licensee provides meals to children in care.

All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. There is telephone service, a dedicated cellphone is used and kept at the facility during operation hours. The following was observed and reviewed during this inspection:
-All adults present in the home have obtained a criminal record clearance per file review and LIS report.
-LPA observed a large dog (black rottweiler) kept in dog run behind a wooded gate, making dog inaccessible to children in care.

Detergents, cleaning compounds, medications, and other items which could pose a danger to children were observed to be inaccessible to children.
The licensee states that there are no poisons in the home and understands that storage areas for poisons must be locked with a key or combination lock. The restroom that children use was observed to be safe and sanitary.

LPA observed a wall heater with barrier secured to the wall. The valve on the required 2A 10BC fire extinguisher indicates fully charged and was serviced on 6/29/19, as indicated on service tag. Smoke and carbon monoxide detectors were tested and are operable.

The home is observed to be clean and orderly. There are toys available for children. Cots, mats and blankets were observed in the main daycare room (previously office and bedroom). Cribs were observed in the living room. Per licensee, infants sleep in cribs and are supervised. Safe sleep practices were observed.

Currently, children are using the back and side yard for outdoor play time. The outdoor play area was observed to be fenced with shading and age play structures. LPA did not observe any objects that can pose a danger to children. LPA observed that the outdoor yard has toys and other materials for children to play with.

The licensee is observed to be operating within the license capacity limitations.

The licensee and other personnel have completed training on preventive health practices including Pediatric First Aid and CPR. The licensee's Pediatric First Aid and CPR expires on 3/12/20. There are first aid supplies available.

LPA observed that the Licensee and assistant have proof of the Mandated Reporter AB 1207 compliant Child Care Training Certificate on file.
Children’s and staff records were reviewed and were observed to be complete.
LPA issued a Confidential Names List (LIC 811) to the licensee which documents staff and children’s files reviewed during this inspection.
All homes shall conduct fire and disaster drills at least once every six months, and document the date and time of each drill. Last drill documented was conducted on 2/18/20.

LPA did not observe the following items during the inspection: Infant Walkers, Johnny Jumpers, Saucer Chairs, Trampolines and/or any other item that fall into these categories are not permitted in a family child care facility. Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home.

Emergency Disaster Plan, Parent’s Rights Poster and the Facility License were observed to be posted. LPA provided the licensee with a copy of the Child Care Provider’s Guide to Safe Sleep, by American Academy of Pediatrics and Helping you to reduce the risk of SIDS. LPA also consulted and explained Child Abuse Reporting, Updated Parent’s Rights Poster with Complaint Hotline information, Never Shake a Baby, and Safe Sleeping practices. LPA provided licensee PIN 20-02 -CCP-SP Information regarding Coronavirus

Incidental Medical Services (IMS):
The licensee states that she will provide IMS. Per licensee, there are no children enrolled that require IMS at this time. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA advised the licensee to access forms, regulations and quarterly updates on line at: www.cdss.ca.gov.

Based on the LPA’s observations and records review, No deficiencies cited during today's inspection.

The Notice of Site Visit (LIC 9213)must remain posted for 30 days during the hours of operation after each site visit made by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
