An unannounced decrease in capacity site inspection was conducted on this date by Licensing Program Analyst (LPAs) Cynthia Reyes and Lilli Babcock, for the purpose of Inspecting and approving removal of room 2 off the infant license. LPAs met with Lupe Garcia, Administrator. Due to COVID- 19 precautionary measures were taken during the entire inspection and all individuals present during this inspection wore appropriate personal protective equipment. Days & Hours of this facility are Monday-Friday 7 AM-530 PM. The facility operates on the campus of Washington Elementary school.

This center is previously licensed for 36 infants and request to decrease to 12 infants. The infant license has room 1 and 2 and the licensee request to remove room 2 and that will be used now for the preschool (198016845). The infant program is physically separate from other components both indoors and outdoors.

At 9 AM Lupe Garcia, guided the LPAs on a tour of the facility indoors and outdoors, during the walk through Director Rebecca Estrada joined the walk through. All areas were inspected to meet the regulations. No citations or corrections are needed at this time.

Parent will stop at the front entrance, will sign the infant in/out and the parent and child's temperature will be checked before the parent walk the infant to the classroom.

The capacity decrease will be granted. The license then will be amended to reflect the new capacity of twelve (12) infant children and a new license will be mailed to the facility.



During this inspection LPA discussed Social and Physical Distancing Guidance And Healthy Practices For Child Care Facilities In Response To The Global Corona virus (COVID-19) Pandemic. The facility does not provide Incidental Medical Services (IMS).

9:30 AM SAFE SLEEP: LPA discussed the safe sleep regulations withapplicant and discussed the Child Care Licensing Safe Sleep webpage at http://www.cdss.ca.gov/inforescources/child-care-licensing/public-information-and-resoucrces/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at http://www/cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA discussed SIDS: A Child Care Provider’s Guide to Safe Sleep from the American Academy of Pediatrics, Never Shake a Baby, and Effects of Lead Exposure flyer.

New Sleep Regulation: 101429 Responsibility for Providing Care and Supervision for Infants
a) In addition to Section 101229, the following shall apply:

(1) Each infant shall be constantly supervised and under direct visual observation and supervision by a staff person at all times.

(2) Sleeping infant(s) shall be directly observed by sight and sound at all times.

(A) This shall include when the infants are going to sleep, are sleeping, or are in the process of waking up.

(B) Staff shall physically check on sleeping infant(s) every 15 minutes and document the following:

1. Labored breathing.

2. Signs of distress, which includes but is not limited to flushed skin color, increase in body temperature and restlessness.

3. Infants up to 12 months of age who are sleeping in a position other than on their back.

a. If the infant’s Individual Infant Sleeping Plan [LIC 9227 (3/20)] does not have Section C completed, staff shall return the infant to their back for sleeping.

4. If staff observes labored breathing or signs of distress as specified in Subsection (a)(2)(B)(1. or 2)., staff shall obtain emergency medical treatment and immediately notify the infant’s authorized representative.

(C) Documentation shall be maintained in the infant’s file and be available to the Department for review. Documentation shall include the following:

10 AM LPA advised the Applicant to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov. The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
