Licensing Program Analyst (LPA) Seung Lee conducted an unannounced required inspection. Upon arrival LPA Lee met with Director Seoung Shin. This is a preschool program, licensed for 40 children which operates Monday thru Friday from 7 AM to 6:30 PM.

This child care center is a dual residential and commercial two-story home . The upstairs is the residential dwelling of the director. LPAs observed a metal gate at the bottom of the stairs. The preschool consists of 4 classrooms. Teacher child ratios were observed, and staff names was recorded. All children were observed by licensing staff to be under visual supervision of a teacher at all times. Sign in and out sheets were reviewed to ensure that the person who signs the child in and out uses their full legal signature and records the time of the day. The main classroom is inside the house and an adjacent room is used as a library. There is a separate dwelling outside in the back that contains two classrooms. As per director the parents drop off the children in the front and do not have access to the classrooms in the back.

Furniture and equipment were inspected to ensure that they are in good condition. Napping equipment was inspected for good condition, appropriate storage and cleanliness. Bedding is stored separately in each child private locker. LPAs observed the toilets and sinks to be safe and in sanitary operating conditions. LPA observed that during outside play the children are provided drinking water from a container and paper cups. As per director the designated isolation area is the library room. Parents are contacted immediately when children are determined to be ill.

LPAs observed snack menus posted on the front porch visible to parents. The facility provides breakfast, lunch, and AM and PM snacks. Kitchen area, food preparation, and storage areas are clean and free of litter. LPAs observed a gate to make the kitchen inaccessible to children. All food and beverages are stored in covered containers. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children shall be made inaccessible.

During the inspection, the Director was advised to continue checking the department website for updated guidance regarding all guidance related to Covid-19.

Outdoor playground equipment was observed to be in a safe condition. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment and slides are cushioned to absorb a fall. There is adequate shade provided by tent in the play yard.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual- Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Staff Records were reviewed to ensure that each file contains a Personnel Record, Qualifications and verification of CPR/First Aid and health preventative practices documentation. Children’s Records were reviewed to ensure that each child has an Emergency and Identification form on file. At this time licensee and staff are exempt from completing Mandated Reporter AB1207 training due to not being available in the Korean language.

LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.

The Notice of Site Visit (LIC 9213)must remain posted for 30 days during the hours of operation after each site visit by a licensing reprehensive. Failure to maintain posting as required will result in a civil penalty of $100.00.

LPAs did not observe any deficiencies during this inspection. At this time, Licensee is in compliance with Title 22 California Code of Regulations.
