13 | Licensing Program Analyst (LPA) Jeanette Estrada conducted an unannounced complaint inspection on 8/12/22 to the above facility. LPA met with Licensee Toni Engberg for the purpose of delivering findings. There were 8 children with 2 staff present during the inspection.
LPA conducted interviews and observations of the day care. Interviews did not corroborate that children’s needs were not being met. Interviews conducted revealed that the Licensee has been heard yelling at children but there are conflicting reasons stated for the intent of the yelling. Interviews revealed that the Licensee has yelled at children to get their attention if she is standing far away from the children and because the Licensee has a loud voice, not out of anger. Another interview revealed that the Licensee has yelled at children inappropriately. Other than those statements, interviews did not corroborate that other staff have spoken to children inappropriately.
Therefore, based on observations and interviews, the above allegation is unsubstantiated. A finding that the complaint is unsubstantiated means although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations occurred. |
