Licensing Program Analysts (LPAs) Crystal Green and Steven Tung conducted an announced case management licensee- initiated inspection to inspect and measure facility for capacity increase determination. Licensee is requesting to increase capacity adding two additional classroom space to their existing license. Due to COVID- 19 precautionary measures were taken, individuals present during inspection wore appropriate personal protective equipment. Facility was observed to be adhering to local public health guidelines. Licensing staff met with Director Ji Hee Suh. LPAs observed this facility to be located on the same premises as New Hope Church.

At 11:10 AM, LPAs were provided a tour of the facility’s existing licensed areas and the proposed additional classroom space. The facility was observed to be operating within its licensed capacity. During this inspection a total of 22 children with 4 staff members were observed. Per Director, facility is requesting to add (2) additional classrooms to the facility’s existing licensed areas. The (2) additional classroom were observed to be located next to the exisiting classrooms. The new classrooms will be called Primary A and Primary B. Per Director, classroom Primary B will be used as an indoor recreational space for the children in care. LPA observed cots and age appropriate furniture. Individual storage space is available for each child located in each classroom. Toys were observed to be clean and safe. Each classroom was also observed to have its own individual Air Conditioning unit mounted in the wall. There are smoke detectors and fire extinguishers located throughout the facility. The children present were observed to have water accessible to them via personal sippy cups.

Licensing staff was guided through the outdoor activity areas. This facility has 3 designated outdoor play areas. Outdoor play equipment was observed to be in good condition, free of sharp, lose or pointed parts. Outdoor activity space surface was observed to be maintained in a safe condition as is free of hazards. There is adequate shade available outdoors via canopies. LPA observed there to be cushioning material available in areas around and/or under climbing equipment to absorb a fall.

Facility provides AM and PM snacks and lunch for the enrolled children. There is a full- size kitchen on the premises, which consists of two refrigerators, a sink, stove, and microwave. The kitchen appeared to be clean and free of rodents. No transportation is being conducted by the facility.

As a COVID- 19 precautionary measure, Director states that parents drop off and pick up will be conducted outside of the main entrance. Prior to accepting children, staff will conduct temperature checks and covid-19 pre-screening questionnaire. LPAs observed there to be a designated clean and dirty pens cup.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual- Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. During this inspection, Licensing staff obtained measurements for the (2) additional classrooms. Based on measurements obtained today, the new capacity for the preschool program will be fifty (50) preschoolers. An approved Fire Clearance has been received by the department.

The following correction will need to be made prior to submitting application for final approval. Correction will be due by 10/30/2021.

• Director will submit proof of the install child safety gate in the hallway to prevent access to the off-limit area of the church facility.

At 1:50 p.m., an exit interview was conducted with the Director, Ji Hee Suh. A copy of this report along with appeal rights and the Notice of Site Visit were provided to the Director.
