An unannounced Required – 1 Year Inspection was conducted on 12/21/2022 at 9:10 AM by Licensing Program Analyst (LPA) Katrina Chicote. Facility is currently licensed for a capacity of 80 but have currently 48 enrolled. LPA announced purpose of visit and initially met with Dolores Trevino, Teacher, who granted entry to facility. The program is located on Harte Elementary School campus, and operates Part Time AM/PM Programs: 7:45 AM to 11:15 AM and 12:15 PM to 3:45 PM, and a Full Day Program: 7:45 AM to 2:45 PM Monday thru Friday. LPA was taken on a guided tour of the facility of both indoors and outdoors.

At the initial start of the site visit, there is a total census of 48 children and a total census of 11 teachers present. The facility is made up of four classrooms RM 36 (TK Collaborative Program), RM 37 (Full Day Program), RM 38 (Full Day Program), and RM 39 (Part Day Program - Collaborative Co-Teaching). LPA observed 12 students with three staff (S1, S2, and S3) in RM 38, eight students with two staff (S4 and S5) in RM 37, 11 students with four staff (S6, S7, S8, and S9) in RM 39, and 17 children with three staff in RM 36. Per Teacher, RM 36 is TK collaboration room and TK program, license exempt, was currently operating upon LPA's arrival to facility.

Beginning at 9:24 AM, furniture and equipment were inspected for age appropriateness and good repair in each classroom. Telephone service, heating, lighting and ventilation were evaluated. LPA observed learning stations available in each classroom for dramatic play, art, and manipulatives area with shelves filled with toys free of loose and sharp parts available for children. LPA observed a library area with soft seating and books available for quiet play. LPA observed floors and carpets to be well maintained and free of hazards at time of inspection. There were cubbies observed as storage for children's belongings in each classroom. Cots were inspected and stored in corner of RM 37 and 38, which are Full Day programs. Per Teacher, linens are provided by the facility and washed by laundry service weekly, and parents bring blankets from home that are taken home weekly. Availability of drinking water was reviewed. LPA observed water coolers with paper cups available in each classroom.

LPA observed a first aid kit is kept in high cabinet in each classroom and was inventoried for supplies. LPA observed carbon monoxide detectors are operable and smoke detectors are present in the facility. Fire extinguishers have been serviced on 08/18/2022. Disaster drill log was available for review, last drill conducted on 12/05/2022. Sick/Isolation area for children is in RM27 (Teacher's Lounge). Hazardous items including cleaning compounds were stored inaccessible to children. Per Teacher, poisonous cleaning compounds are not stored at the facility.

Snack/lunch menus were reviewed and observed posted. Per Teacher, food is provided by nearby school cafeteria which is picked up by facility staff.

Beginning at 9:36 AM, outdoor equipment was inspected for safety, cushioning material, good repair and age-appropriateness. LPA observed large play structure with steps, climbing equipment, and slide that has cushioning material below to absorb fall all well maintained. LPA observed concrete bicycle path with bicycles well maintained. Required shade and fencing were inspected. LPA observed tables available with umbrellas for shade available for children. LPA advised staff that the children need to be within the direct care and supervision, including visual supervision of the teacher(s) at all times. LPA observed the children have access to water coolers and cups for drinking water. Per Teacher, water fountains outside are turned off and not available. Play area was inspected for hazards and inaccessibility to bodies of water; no bodies of water or hazards observed.

Beginning at 9:38 AM, LPA observed bathrooms available for children in outside bungalow. LPA observed two bathrooms available. Age appropriate sinks and toilets were inspected for availability, good repair, water temperature, toilet paper, area safety and sanitation. Bathroom 1 has four toilets and four sinks, Bathroom 2 has three toilets and four sinks. LPA discussed supervision of bathroom with Teacher and that full visual supervision is required at all times.

Teacher-child ratios were observed and staff names recorded. Care and supervision was evaluated to determine if the basic needs of children are met and appropriate. Sign-in and out sheets and procedures were reviewed. Personal Rights of children were observed by LPA.

All staff and employees have obtained a criminal record clearance or criminal record exemption as a condition of employment with the Long Beach Unified School District.

At 10:16 AM, children and staff records were reviewed. Children’s records were reviewed for completeness and documented on the LIC 857. Staff records were documented on the LIC 859. Staff present have proof of the AB 1207 Mandated Reporter Training certificate on file. There is at least one staff member trained in CPR and Pediatric First Aid present during this inspection. CPR card expires on 02/17/2023 for S10. All staff have been given on the-job training sanitation principles, housekeeping, including universal health precautions. LPA did not review confidential forms and information due to the files being stored at the administrative office.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA observed three children in RM 39 to have medications stored according to Title 22 Regulation requirements.

LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.

The facility was found in compliance per Title 22 regulations, there will be no deficiencies cited today, 12/21/2022.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site inspection by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
