Licensing Program Analyst (LPAs) Cynthia Reyes and David Kurdoglyan, conducted an unannounced site Inspection to inspect and measure the requested increase incapacity of the added preschool class room for capacity determination. LPAs met with Michelle Garcia, Office Manager & Cynthia Rico, Assistant Director. Due to COVID-19 precautionary measures were taken during the entire inspection and all individuals present during this inspection wore appropriate personal protective equipment. The licensee is requesting a capacity increase of 50 preschool children to the already licensed preschool capacity of 61 for a total of 111. The Preschool program will operate Monday through Friday 6 AM to 6:30 PM. This facility is housed on a private elementary school site that serves grades Transitional Kindergarten thru High School.

LPAs was provided a tour of the the indoors and outdoors of the facility’s existing licensed preschool areas (PS1/PS2/PS3/ & PS4) and the proposed additional preschool class rooms (K1 and K2). During this inspection, LPAs observed 55 preschool children with 5 staff members in rooms P1-P4. The facility was observed to be operating within its licensed capacity. Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. There is a smoke detector, a carbon monoxide detector and a fire extinguisher that meets statutory requirements. Building/Rooms are centrally heated and air conditioned. Overhead lights as well as natural light is used. There is drinking water available by use of children labeled zippy cups. Napping equipment was inspected for good condition, appropriate storage and cleanliness. Containers used to discard food have tight fitting lids. Cleaning compounds are inaccessible to the children. The classroom is equipped with a first aid kit. There are storage for children's personal items. Continue on page 2

The tour continued as the LPAs were guided to the proposed additional preschool outdoor play area (In front of class rooms K1 & K2. The preschool has their own outdoor play yard with cement and grass and is self contained by a gate around it for separation from the other components to prevent children from commingling. Children own labeled zippy cups will be used for children while outdoors. LPA observed age appropriate outdoor toys and play equipment to be clean safe and in good repair, as well as adequate shade is available. All areas around play equipment and slides are cushioned with material to absorb a fall. Measurements were taken of the outdoor play yard and the total outside capacity allows for 86 preschool children. LPAs advised Michelle Garcia & Cynthia Rico, that the children need to be within the direct care and supervision, including visual observation and supervision of the teacher(s) at all times.

Preschool bathroom were observed in class rooms K1 & K2 to be in good repair, water temperature, paper towels, toilet paper, all area inspected for safety and sanitation. K1 has 2 toilets and 2 sinks and K2 has 2 toilets and 2 sinks for a total bathroom capacity of 60.

At this time, the facility was observed to be operating in compliance with California Title 22 Regulations. Per indoor measurements of K1 & K2 total capacity indoors allows for 59 preschool children. An approved Fire Clearance of 50 preschool children has been received by the department and the new capacity requested by the licensee for the preschool program will be increased to 111.

A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

Exit interview conducted, and report was reviewed with the Assistant Director, Cynthia Rico and Office Manager Michelle Garcia.
