Licensing Program Analysts (LPAs), Silva Garibyan met with the site Supervisor, Pamela Hartzog, and conducted an Annual Random visit. LPA toured and inspected the facility in accordance with the facility sketch on 05/08/2019 at 1:00 p.m. Facility is currently licensed for a capacity of 38 children. The facility hours of operation are 8:00am - 4:00pm Monday - Friday. The facility serves 2 half-day classroom in the morning and 2 half-day sessions in the afternoon. There is no extended care offered. There were 6 teachers on the premises along with the Site Supervisor.

The following were observed during this visit:

1. Teacher/child ratio;
2. Care and supervision of children in care; teacher/child interaction;
3. Availability of drinking water to children both indoors and outdoor
Drinking water is available inside the classrooms and outside in the form of a water dispenser and disposable cups.
4. Cleanliness of facility and children's toys/equipment; cushioning under outdoor equipment.
5. Cleanliness of bathrooms, operation of toilets and sinks.
There is one bathroom in the classroom. There are a total of three toilets and three sinks, all functioning properly. LPA observed toilet paper, soap and paper towels readily available.
6. Inaccessibility of chemicals and toxins to children in care;
Disinfectants and cleaning solutions were observed to be inaccessible to children in the cabinet in the food preparation area.

New Immunization Requirement: Law enacted by SB 277, beginning January 1, 2016 personal beliefs exemptions will no longer be an option for the vaccines that are currently required for entry into child care or school in California. Personal beliefs exemptions already on file will remain valid until the child reaches the next immunization checkpoint.

The licensee was informed of The Child Care Advocate Program (CCAP) that is administered from within the Community Care Licensing Division. CCAP participates in many community activities and special projects in order to disseminate information on the State’s licensing role, provide information to the public and parents on child care licensing, and provide many other helpful resources to the licensees and the public. Licensee is advised that effective January 1 2012 only not flavored, unsweetened nonfat (fat free skim, 0%) or low-fat (1%) milk can be served to children. No beverages with added sweeteners can be served (this includes sodas, sweet teas, juice drinks with added sugars, flavored milks and diet drinks) A maximum of one serving (4-6 ounces for 1 to 6 year olds) of 100% juice will be allowed per day.

On May 08, 2019, the facility has been found operating within substantial compliance per the California Health & Safety Code(s) and Title 22 Regulation(s).

8. Storage of children's belongings.
There are cubbies for children's belongings used to store personal items.
9. The director and all staff have current Pediatric CPR/First Aid training ( director's CPR/First Aid will expire 08/2019).

Per center staff, foods and snacks were delivered daily to the site from the outside vendor. An inspection of cleaning and food supply storage areas was made. Food preparation area was toured for safety, cleanliness, adequately equipped and inaccessible to children in care. Food and snack items are properly stored. Outdoor area observed to be fenced. Climbing structure and apparatus equipment securely anchored and has cushioned with material that absorbs falls zone. Bikes were observed in good condition. LPA observed other educational materials were available for children to utilize. Play area observed free of miscellaneous debris or hazards and inaccessibility to bodies of water. Required shade and rest areas are provided, drinking water fountain readily available and accessible to children.

Prescription and non-prescription medication is administered by the director or the administrative assistant, who documents the date, time and dosage onto a log. Medications are stored securely and inaccessible to children in the director's office which has a refrigerator if needed.

The following was discussed:

Senate Bill 792: that prohibits a person from being employed or volunteering at a child care facility if he or she has not been immunized against influenza, pertussis and measles and Assembly Bill 290 (Alejo, Chapter 734, Statutes of 2013). Staff immunization records are up to date.

New Appeal Process: A licensee may file an appeal, in writing 15 business days from the date of receiving the penalty assessment. Page 2 of 3
