On 7/10/2024 at 11:15 am Licensing Program Analyst (LPA), Claudia Kam made an unannounced required visit at above licensed facility. LPA disclosed the purpose of the inspection and was granted entry into the facility.

LPA met with director Sylvia Correa and was taken on a guided tour of both indoors and outdoors of the facility. LPA observed Teacher-child ratios, and staff names recorded. All center staff that was present during today’s inspection had fingerprint clearance and are associated to the designated license number. Care and supervision evaluated it is determined that the basic needs and personal rights of children are met and appropriate.

The hours of operation are 7:00 am – 6:00 pm, Monday - Friday. Facility is currently licensed for a capacity of 55. At the initial start of the site visit, there is a total census of 21 children and a total census of 5 teachers/teachers assistant present. The facility is made up of 3 classrooms. Room 1 (Butterfly room, ages 4 to 5 years old): had 11 children and 2 staff, Room 2 (Sunshine, 3 year olds) : had 4 children and 1 staff, Room 3 (Garden, ages 18 months to 35 months) : 6 children and 2 staff, staff present at time of inspection. LPA observed all posting requirements for operation on the posting board and the following documents were observed LIC 203A-License, LIC 610 A-Emergency Disaster Plan, LIC 9148-Earthquake Preparedness Check List, PUB 394-Notification of parent’s rights poster, LIC 613A- Personal Rights, PUB 269- Child Car Seat Law, Menus, and Activity Schedule.

Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting, and ventilation were evaluated. Childrens napping equipment meets regulation at time of inspection. Napping equipment is stored for each child in their cubby with boxes for their personal belongings and sheets/blankets.

Sheets and blankets used for napping are washed by the center weekly or more often if needed. Bathrooms facilities, and isolation areas were inspected. There are 2 bathrooms, a shared bathroom for rooms 1 and 2. The bathroom for rooms 1 and 2 is equipped with 3 child size toilets one of which has been closed off for repair and 3 child size sinks. Bathroom for room 3 is for the 18-35 month old children and is equipped with a changing table, and 1 child size toilet and one child size sink. Age-appropriate sinks and toilets were inspected for availability, good repair, water temperature, toilet paper, safety, and sanitation. The isolation area will be in front of the directors office.

Classroom 1 Butterfly room, is equipped with multiple play areas for dramatic play, music, reading and quiet time. Classroom 2 Sunshine room, is equipped with multiple play areas with a dramatic play area, reading nook and game area equipped with puzzles and craft equipment. Classroom 3 Garden room was observed to be have multiple play areas with a quiet area, craft area, reading nook, and dramatic play area. LPA observed cubbies with wooden toys, puzzles, books, and other appropriate toys in all classrooms to be clean and free of hazards at time of inspection. LPA observed carpets and age-appropriate tables and chairs in each classroom and they were found to be maintained. LPA observed red backpacks for first aid kept in each classroom along with blue pouches for first aid kept at the doors. First aid supplies were also observed labeled in the cabinets through out the facility. First Aid supplies were inventoried and were found to be in compliance with regulation.

Breakfast, snack and lunch menus were reviewed at time of inspection. Facility provides breakfast, lunch, and snacks. All food items are prepared by the facility. Food and snack items are properly stored. Food preparation area was toured and found in compliance for safety, cleanliness, and proper storage. Drinking water is provided via a water service that delivers water to the facility and is dispersed via a water dispenser. Smoke detectors were observed in the facility, per administrator there is no carbon monoxide detector as the facility does not have a gas line and the fire department did not require one due to no gas present. LPA confirmed detectors at time of inspection and were determined to be in operable condition per R4-255 LA fire department fire protection equipment performance report conducted on 6/21/24. Document was observed and facility passed the test. Fire extinguishers were observed as serviced on 8/30/2023. Hazardous items including poisonous cleaning compounds were stored inaccessible area to children. Fire & Earthquake drill observed conducted monthly with last drill conducted on 7/12/24 per observation.

At 12 PM, LPA observed outdoor play area which consists of 2 play structures. The play structures are shared by the 3 year old and preschool ages, classrooms 1 and 2. The smaller play structure is used mainly by the toddler room ages 18-35 months in classroom 3. Both play structures have cushioning material underneath and full shade sails above each structure. Outdoor equipment was inspected for safety, cushioning material, good repair, and age-appropriateness. Classroom 3 area near the small play structure is also equipped with toddler size sofas, tables, tricycles and drums. LPA observed tricycles, sandbox area, sensory tables, available to classrooms 1 and 2. Required shade and fencing were inspected. LPA advised Director that the children need to be always within the direct care and visual supervision by the teachers. Per Director, the children have access to drinking water via the children's personal water bottles which are filled in the facility via the water dispenser. Play area was inspected for hazards and inaccessibility to bodies of water; no bodies of water or hazards observed at time of inspection.

LPA reviewed with the administrator LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. Staff and Children’s Records were reviewed. Criminal Record Clearances were reviewed for adults. LPA observed current CPR and First Aid Certification for center staff. CPR card expires on 10/2024 for Staff Member. Mandatory Forms for the children’s files and staff files, requirements for fire drills, earthquake drills and documentation were discussed. Role and responsibilities of being a Mandated Reporter were reviewed. The Director was advised how to access forms and Regulations online at www.ccld.ca.gov. to ensure the most current information regarding regulations for all those who assists in providing care.

The following were discussed with the Director: The fire extinguisher type 2A-10BC must be serviced annually or as often as necessary. Smoke and Carbon Monoxide detectors should be checked, and batteries replaced as needed. Changes should be reported to the Department as soon as they occur such as construction, remodeling, telephone number changes and/or if you move from your location. The Director was also advised of the requirement to report Unusual Incidents and/or injuries to the parent/guardian and to CCL within the time frame specified by the regulation.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Center was reviewed for lead compliance and center meets standards for lead. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.



LPA discussed the safe sleep regulations with director Sylvia Correa and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

The facility was found in compliance per Title 22 regulations, there will be no deficiencies cited today 7/10/24.

A notice of site visit was given and must remain posted for 30 days.
