25 | Licensing Program Analyst (LPA) Veronica Martinez Garza conducted an unannounced Annual/Random inspection at the above facility on 02/03/26 at 01:45pm. LPA met with Carmen Lugo licensee who guided LPA on a tour of the facility. There were 04 children and 1 assistant in the home. According to the licensee, 12 children are enrolled; however, their schedules vary and some are school age children. Operation hours are Monday – Friday 06:00 a.m. – 06:00 p.m. LPA conducted the inspection in Spanish.
This is a one-story home which consists of 3 bedrooms, 3 bathrooms, living room, dining room, family room, kitchen, laundry room, garage, and back yard (fenced). According to the licensee, children use the family room, 1 bathroom (inside the family room, and back yard. Per licensee, parents and children walk through the side gate to access the family room. Licensee stated that the areas off limits to children and parents include living room, dining room, kitchen, 3 bedrooms, 2 bathrooms, and garage. Family members residing in the home are 2 adults and 0 minors. LPA observed a fish tank with 1 fish in the family room.
LPA toured all areas identified on the facility sketch used by children during this visit and were inspected for safety, comfort, and cleanliness. Tour began in the family room where LPA observed age-appropriate toys, materials and equipment for children. The children use play pens and cots as napping equipment. LPA observed that the play pens do not have blankets or pillows inside and have a tight fitting sheet. The play pens do not have anything hanging on top or on the sides. Licensee guided LPA to the children’s bathroom which is located near the laundry room. LPA observed that the washer and dryer have child proof locks on the doors and that detergent and cleaning products are kept high enough that school age children do not have access to the products. LPA toured the bathroom and observed it safe and in sanitary conditions. The first aid kit was observed to be available. According to the licensee, children do not have access to the living room, dining room, kitchen, 3 bedrooms, and 2 bathrooms. LPA observed a well mounted child proof gate in the between the dining room and family room.
