Licensing Program Analysts (LPAs) Jeanette Estrada and Jonnisha Culbert conducted a complaint inspection at the facility for the purpose of delivering findings for the allegation listed above. LPAs met with Director and informed her of the reason for the visit. There were 45 children and 7 staff present during today’s inspection.

During the investigation LPAs conducted interviews with staff, interns working in the facility, and parents. The interviews conducted provided information which corroborated the allegation. Per an individual interviewed, there were more than two incidents in which they witnessed children being spoken to in what was described as a rude and scary manner. Per this individual, the staff not only verbally reacted to the children in an inappropriate manner but also the staff’s frustration was visible in their facial expression towards the children.

The preponderance of evidence has been met; therefore, the above allegation is found to be substantiated. A type B deficiency is being cited today for regulation 101223(a)(1) Personal Rights. The California Code of Regulations, (Title 22, Division 12, Chapter 1), is being cited on the attached LIC 9099D.

A notice of site visit was given and must remain posted for 30 days.

Based on interview, the Licensee did not comply in the section cited above. Per interview, Staff was witnessed during multiple incidents responding to children inappropriately. This is a potential risk to the personal rights of children in care.
