Licensing Program Analyst (LPA) Elka Chavez conducted an unannounced required 1-year inspection. At 10:00 AM, LPA met with site supervisor, Jessica Castro, who guided LPA on a tour of the facility. This program operates on the lower portion of the building. A Senior Citizen program and youth program operate on the second floor of the building. These programs including staff do not use any of the rooms or play area designated for the pre-school program. This is a preschool program licensed for 70 children. The program operates full days, from 7:00 AM to 5:30 PM, Monday thru Friday.

All areas identified on the facility sketch were inspected. Upon arrival, LPA observed 29 children with 6 staff. Teacher-child ratios were observed to be in accordance with Title 22 regulations. The facility is within the conditions, limitations, and capacity specified on the license. Staff names were recorded. All children were observed to be under visual supervision of a teacher at all times. The following was observed during tour of facility:

Furniture and equipment were inspected for good repair, free of sharp, loose, or pointed parts. All indoor classrooms were inspected to ensure that the floors have a surface that is safe and clean. At 10:35 AM LPA observed all toilets and hand washing facilities are in safe and sanitary operating conditions. All materials and surfaces accessible to children are toxic free. At this time, the director office is used as the designated ill isolation area. Ill children will use the bathroom located in the hallway of the facility. Parents are contacted immediately when children are determined to be ill.

Snack menus were reviewed to ensure that they are being posted at least one week in advance and visible to an authorized representative. At 11:00 AM LPA Chavez observed all kitchen, food preparation and storage areas are clean, free of litter, rubbish, and rodents/vermin. and other items that are dangerous to children are stored in an area inaccessible to children. LPA observed they are kept in the utility room in top cabinets. Storage areas for poisons are locked. Facility has one or more functioning carbon monoxide detectors that meet requirements.

At 10:50 AM LPA Chavez observed outdoor activity space equipment and surface is maintained in a safe condition as is free of hazards. Areas around and/or under climbing equipment and slides have cushioning material to absorb a fall. The site director states that there are no bodies of water on the premises and LPA did not observe any bodies of water during this visit.

At 11:15 AM sign in and out sheets were reviewed to ensure that the person who signs the child in and out uses their full legal signature and records the time of the day. Children’s Records were reviewed to ensure that Identification and Emergency form and a medical assessment are on file.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Facility representative, Jessica Castro was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
