An announced case management inspection was conducted today by Licensing Program Analyst (LPA) Crystal Green to inspect and measure facility for capacity increase determination. Due to COVID- 19 precautionary measures were taken, individuals present during inspection wore appropriate personal protective equipment. Facility was observed to be adhering to local public health guidelines. Licensing staff met with Director, Chana Blugrind, who guided analyst on a tour of the facility. The preschool program operates from Monday through Friday 7:30 AM - 5:00 PM. The facility is located on the property of the Pasadena Jewish Temple & Center.

At 10: 05 AM, Licensing staff was guided through a tour of the proposed preschool classroom. The preschool facility is currently operating and a total of (29) children with (8) staff members were observed during this inspection. Existing classrooms are the Butterflies, Teddy Bears, Giraffes, and Coyotes. Director is requesting to add (4) additional classrooms located on the first floor which will be called the Frogs room, Dinosaur room, Art room and Music room. At 10: 57 AM, LPA observed (2) urinals, (3) toilets, and a total of (6) sinks available for children in care located outside of the Frogs classroom accessible through a hallway that contains a stair well. LPA observed the stairwell leading up to the second floor accessible to children in care. Per Director will install a safety gate at the bottom of the stairs preventing access to the second floor.

Furniture and equipment were inspected for age appropriateness and good repair. There are smoke detectors and fire extinguishers located throughout the facility. Due to COVID- 19 precautionary measures, Director states that each classroom has their own drop off entry to each classroom to limit contact with other preschool children and temperature checks will be conducted prior to entry. LPA observed each classroom to have its own entrance accessible from the front and back walkway of the building. The main office will be used as the ill isolation room. Parents will provide snacks and lunches for their child. Children will bring their own drinking cup for water due to COVID-19 precautionary measure.

At 11: 05 AM, LPA was toured through the proposed outdoor activity area. Shading was observed to be provided by canopies. All areas around or under high climbing equipment were observed to have cushion material to absorb a fall. LPA obtained pictures of the outdoor play areas during this inspection. LPA observed the play structure located in the outside play yard adjacent to the Music room to be for school-age children. LPA advised Director prior to using outdoor activity area will need to place a barrier preventing preschoolers from accessing the school-age play structure. Per Director, will submit proof of temporary fencing prior to having preschoolers in that area.

Facility will provide AM and PM snacks and parents will provide lunch for their child. Children will bring their own sippy cup for water due to COVID-19 precautionary measure.

No transportation is being conducted by the facility.

Based on measurements obtained today from both indoors and outdoors, capacity for the proposed preschool program will be eighty (80) preschoolers. A fire clearance was received and approved by LA County Fire Department.

The following correction need to be made prior to submitting application for final approval. Correction will be due by 03/31/2021.

• Director will submit proof that the bricks observed in the outside walkway were removed.
• Proof that child safety gate installed at bottom of stairwell to prevent access to preschoolers.

An exit interview was conducted with Director. Due to LPA experiencing computer issues this report will be sent to the Director via email with a read receipt or confirmation of receipt of the email, which will act as the Applicant's signature.
