On 08/09/2023 at 12:00 PM, Licensing Program Analyst (LPA)Katrina Chicote conducted an Unannounced Required – 1 Year inspection to the above facility. Upon arrival, LPA disclosed the purpose of the inspection and met with Licensee, Vilma Castanon, who allowed entry to the home. Also present was A1, Licensee’s Husband/Assistant who provided LPA on a guided the LPA on a tour of the facility both indoors and outdoors. Licensee is Native Spanish speaker and A1 assisted with Spanish-English translation. Facility is front property of duplex property, rear home address is 3453 Atlantic St. Adults in the home were discussed and all have criminal record clearance. There were ten daycare children present during today’s inspection which includes two infant and two school age children. LPA arrived as day care children were transitioning to nap time. Licensee states that there are currently 13 children enrolled. The children's roster was reviewed and is current. LPA provided Licensee with LIC 126 during inspection. LPA observed required postings on Parent Bulletin Board in Main Care Area. Disaster drill log was also available during today’s inspection, last disaster drill conducted on 08/01/2023.

This is a single-story home which consists of 2.5 bedrooms and 1.5 bathrooms, Kitchen, and Day Care Room. Areas used by the children include the Day Care Room (located upon entry of the home), Bedroom 1 used as Infant Room (located through left doorway next to Day Care Room), half Bathroom (located down hallway to the left), and Kitchen used for eating (located to the rear of Day Care Room). Per Licensee, areas off limits to children and parents include rear of home and Bedroom 2. LPA observed that there is an operable baby gate blocking access to Bedroom 2 and rear area of home to have accordian door with lock making it off limits to children in care at time of inspection.

Per Licensee, the children will have access to front yard area for outdoor play. At 12:00 PM, LPA observed front yard has turf grass and adequate perimeter fencing through-out the yard. LPA observed plastic play house, ride along toys, sensory table, and other age appropriate toys free of loose and sharp parts available for the children in the backyard and all trees, shrubs, and plants are maintained. LPA observed front yard for hazards and none observed at time of inspection.

All areas identified on the facility sketch as accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for the safety of the children. There is a working telephone maintained in the home. At 12:05 LPA observed Day Care Area to have learning stations for Manipulatives, Art, Music, to have age appropriate toys, free of loose and sharp parts. LPA observed electrical cover outlets all through the home. At 12:06 PM, LPA observed Infant Room to have four wooden cribs, diaper changing table, and soft infant toys available free of loose and sharp parts. At 12:07 PM, LPA observed half bathroom that children will use to have operable toilet and sink, adequate hand washing and toileting supplies, and to have general area safety and sanitation. LPA observed hallway closets leading up to half bathroom to contain day care supplies and to be free of hazards at time of inspection. Per A1, they provide food for children in care and use Kitchen for eating. At 12:09 PM, LPA observed Kitchen to have child size rectangular table with six chairs for eating with additional infant chairs with tables for infant eating. LPA observed all low Kitchen cabinets and drawers to have operable child safety locks at time of inspection. Detergents, cleaning compounds, medications, and other items which can pose a danger to children are inaccessible. The Licensee states that there are no poisons in the home. The Licensee does understand that poison must be locked with a key or combination lock. LPA observed these items stored in cabinets in hallway and Kitchen to be locked requiring a key. The Licensee was advised that inaccessibility of hazards must be constantly reassessed depending on the children in care.

LPA did not observe any pets at time of inspection and Licensee confirms she has no pets. Per Licensee, there are no weapons, firearms in the home and there are no bodies of water around the premises. LPA observation did not see any bodies of water around the premises or firearms/weapons at time of inspection.

At 12:11 PM, LPA observed the valve on the required 2A 10BC fire extinguisher indicates fully charged with service tag dated 06/05/2023. LPA observed smoke and carbon monoxide detectors to have green light indicating they are in operable condition. LPA observed First Aid kit stored in Day Care Room. The Licensee has current Pediatric First Aid and CPR valid until 06/11/2024. Proof of immunization against influenza, pertussis, and measles was readily available during today’s inspection. The Licensee and Assistant has also taken the Mandated Reporter Training completed on 01/24/2022. At 12:35 PM, children records and required licensing forms were reviewed and observed to be complete at time of inspection.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee (or facility representative) was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Rooms that are off-limits need to be made inaccessible during operating hours. NO smoking, NO infant walkers, NO Johnny jumpers, NO saucer chairs, NO incline sleepers and any other item that falls into that category are permitted in the facility.



LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

During the exit interview, Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

The facility was found in compliance per Title 22 regulations, there will be no deficiencies cited today.

A notice of site visit was given and must remain posted for 30 days.
