This is a preschool age program licensed for 72 children which operates Monday – Friday from 7:30 AM – 5:15 PM. Classroom three offers an AM session from 8:00am to 11:10am and a PM session from 12:45pm to 3:55pm. Per the Site Supervisor there are 48 children enrolled. LPA met with Site Supervisor Liz Ramirez, who guided the LPA on a tour of the facility. All areas identified on the Facility Sketch were inspected. Upon arrival, the following staff was present during this inspection: Room 1: Staff #1, #2 and #3 with 19 children; Room 2: Staff #4, #5, #6 with 15 children; and Room 3: Staff #7 with five children. Teacher-child ratios were observed to be in accordance with Title 22 Regulations. Staff names were recorded. All children were observed to be under supervision, including visual supervision, of a teacher at all times. The licensed facility is within the conditions, limitations, and capacity specified on the license. Furniture and equipment was inspected for good repair, free of sharp, loose, or pointed parts. All indoor classrooms were inspected to ensure that the floors have a surface that is safe and clean. Storage for medication was inspected to ensure that medications are in a safe place inaccessible to children. All toilets and hand washing facilities are in safe and sanitary operating conditions. All materials and surfaces accessible to children are toxic free. Storage areas for poisons are locked. At this time, the office is used as an isolation area. There are chairs in the office a mat is also provided to the children. Parents are contacted immediately when children are determined to be ill. Snack menus were reviewed to ensure that they are being posted at least one week in advance and visible to an authorized representative. The facility provides breakfast, lunch and PM snack. All kitchen, food prep, and storage areas are clean, free of litter, rubbish, and rodents/vermin. All food is protected from contamination, and the LPA inspected that contaminated food is discarded immediately. All foods/beverages capable of spoiling are stored in covered containers at 45˚ (F) or less. There is drinking water available in all indoor classrooms and drinking containers / drinking fountains are located outdoors. Solid waste storage vessels, including moveable bins, have tight fitting covers on and are in good repair. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children are inaccessible. Facility has one or more functioning carbon monoxide detectors that meet statutory requirements.

Outdoor play equipment was observed to be in good condition, free of sharp, loose or pointed parts. Outdoor activity space surface is maintained in a safe condition as is free of hazards. Areas around and/or under climbing equipment, cushioning material to absorb a fall; climbing apparatuses are single level only. The site supervisor states that there are no bodies of water on the premises and LPA did not observe any bodies of water during this inspection.

Sign in and out sheets were reviewed to ensure that the person who signs the child in and out uses their full legal signature and records the time of the day. Per Site Supervisor, the facility uses digital sign in and out. Facility is able to print out sign in and sign out sheets if needed. Children’s Records were reviewed to ensure an admission agreement is on file. LPA provided the Site Supervisor with the LIC857 Children's Records Review.

Staff Records were reviewed to ensure that appropriate documentation of education credits is on file. Criminal Records Clearance for adults and verification of CPR/First Aid and health preventative practices documentation was reviewed. LPA provided the Site Supervisor with the LIC859 Staff Records Review. Proof of immunization against influenza, pertussis and measles for staff was readily available during today's inspection. All staff has taken the Mandated Reporter Training as required.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA advised the Site Supervisor how to access forms, regulations and quarterly updates by visiting the Child Care Licensing website at: www.ccld.ca.gov.

At this time, the facility is in compliance with California Title 22 Regulations. Therefore, there are no citations being issued today.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing reprehensive. Failure to maintain posting as required will result in a civil penalty of $100.00.

Exit interview was conducted with Site Supervisor, Liz Ramirez. The Site Supervisor was provided a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these forms.
