On 1/23/25 Licensing Program Analyst (LPA) Portia Bowden conducted an unannounced Annual Inspection at the above facility. At 11:15AM LPA met with Licensee Maria Cibrian, provided her with an entrance check list and conducted a tour of the home. Also present was assistant Cinthia Calderon. LPA observed 11 children in care during inspection. Per Licensee there are 12 children currently enrolled including 2 infants. Per Licensee hours of operation are 7AM-5PM Monday- Friday. Per licensee she is apart of the food program and provides Breakfast, AM Snack, lunch, and PM Snack. Per Licensee outside food is not permitted in the facility. Per licensee, overnight care and transportation school is not provided. LPA observed all appropriate documents on licensing board (Facility License (LIC 203), Emergency Disaster Plan (LIC610a), emergency drill log last dated 1/22/25, Notification of Parents' Rights Poster (PUB 394), Child Care Facility Roster (LIC9040). LPA observed Licensee’s current Pediatric CPR/First Aid Certification with an expiration date of 3/25. LPA observed Licensee’s current Mandated Reporter Certificate with an expiration date of 2/25, LPA observed Assistant Cinthia’s current mandated reporter certificate with an expiration date of 6/26. Per Licensee no children in care require medicine. Per Licensee no children in care have food allergies at this time.

Individuals residing in the home have been discussed and noted. All adults present in the home have obtained a criminal record clearance or exemption. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. The following was observed and reviewed during this inspection:

This is a one-story home consisting of four bedrooms, 4 bathrooms, living room, kitchen, office, enclosed backyard. Per Licensee areas used by the children include the rear bedroom(main daycare area), one bathroom located in rear bedroom and the enclosed backyard. Per Licensee areas off limits to children and parents include all 4 bedrooms, 3 bathrooms, and the kitchen.

Per Licensee there are no poisons on the premises. Per Licensee Detergents, cleaning compounds are kept in the locked laundry closet, inaccessible to children in care. Per licensee medication is stored in a locked hallway cabinet, inaccessible to children in care. At 11:30 AM LPA observed a fully charged 2A10BC fire extinguisher on the wall of daycare bedroom with a service tag dated 1/25. At 11:40AM LPA observed a functioning combination smoke/carbon monoxide detector on the ceiling of the office. The home was observed to have central air and heating with proper ventilation for safety and comfort. LPA observed no fireplaces or wall heaters on the premises. The home maintains telephone service via landline and cell phone. Per licensee there are no firearms on the premises.

Kitchen area was observed to be clean and free of clutter and have no sharp objects or chemical compounds accessible to children in care. At 11:45AM LPA observed kitchen knives stored in a low kitchen drawer, inaccessible to children in care. Per Licensee children in care are never permitted in the kitchen. Bathroom children use was observed to be clean and free of hazards. Per Licensee she provides potty training.

LPA observed adequate toys and age appropriate learning materials in the daycare bedroom as well as thick mats for sleeping. Per Licensee all sheets and blankets are washed daily by facility.

Outdoor Play for children in care is located in the enclosed backyard. At 12:00PM LPA observed the area to be fully enclosed with age appropriate outdoor toys, playhouses, with proper shading and cushioning. No bodies of water were observed on the premises.

2 staff files were reviewed and observed to be complete. 3 children’s files were reviewed and observed to be complete. At 12:15PM LPA reviewed sleep logs for 2 infants in care and observed them to be complete

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, Licensee Maria Cibrian, confirmed there are no Registered Sex Offenders living in the home. LPA completed the RSO profile in FAS.

No deficiencies were observed during today’s inspection.
