Licensing Program Analyst (LPA) Jeanette Estrada conducted an unannounced 1 year Required Annual Inspection at the facility listed above. LPA met with Licensee Nicole Austin, who provided a tour of the facility. LPA provided the Facility Entrance Checklist to the Director. The hours of operation for the center are Monday through Friday 7:00 AM to 5:00 PM. LPA observed a total of 11 children and one teacher present in the preschool classroom. Staff present have obtained a criminal record clearance.
LPA observed required posted documents in the facility. The facility utilizes one classroom where care is provided. The following was observed during the tour of the facility: All areas used by children were inspected. The preschool classroom was inspected for cleanliness and good repair. The floors were clean, and lighting was in operable condition. There were age-appropriate toys and equipment. Children bring their own water bottles, and they are refilled at the facility if needed. The facility provides water from filtered water containers. Each child has their own cubby/storage area. Cleaning supplies are stored in a tall cabinet in the classroom, out of reach of children in care. Children nap in the classroom. Napping equipment and bedding were in operable condition. Napping cots are stored in the hallway. Per Licensee, sheets and blankets are sent home weekly to be cleaned. The isolation area is located in the front lobby area or in an area next to the isolation restroom. There is one extra restroom that may be used as an isolation restroom if needed. There are two restrooms available for children in care. There is one restroom in the classroom and the other is located in the hallway. Each restroom has one toilet and one sink. The restroom in the classroom also has a diaper table for children who are transitioning during potty training. All restrooms were observed to be in clean and in operable condition. The facility has a hard wired fire alarm installed throughout each classroom. LPA also observed an operable smoke detector and an operable carbon monoxide detector in the facility. LPA also observed at least one fire extinguisher in the facility. LPA toured the outdoor play area. Outdoor area was observed to have age-appropriate toys and materials for children. Outdoor drinking water is provided via water bottles. Licensee was advised to have privacy tarp secured around the fencing. The facility administers prescription medication when required. Medication is stored in the classroom in a cabinet inaccessible to children in care. Sign in sign out procedures were reviewed.

The facility uses the Brightwheel app for parents to sign in. At this time, per Licensee, the facility does not offer snack. Per Licensee, parents are providing a morning snack, an afternoon snack and lunch due to Covid-19. LPA advised Licensee that each Licensed facility is required to offer a morning snack and an afternoon snack if it is a full day program. Children's records were reviewed and contain the required documents.Staff records were reviewed. All staff present have a valid pediatric first aid/cpr certificate issued by the American Heart Association on 03/2022. All staff present have the required immunization records and required mandated reporter training on file. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.
