On 11/9/2020, Licensing Program Analyst (LPA) Ariel Cazares met with Licensee Brigitte Benchimol of the licensed facility via FaceTime. The purpose of the visit was to provide technical assistance to the facility that has been granted a waiver to temporarily operate a toddler and school-age component under the preschool license. This waiver will be used to due to the spread of COVID-19 in Southern/Northern California.

The child care will be operated Monday through Friday, 7:00am to 6:00pm and under the waiver the facility will serve up to 12 children starting from Kindergarten to 12th. The facility will operate within their capacity and did not request to increase the capacity licensed for. Should the facility need to increase capacity beyond what has been approved in the waiver or any changes to the conditions of the waiver occur, Creative Mind Preschool shall notify the Monterey Park Child Care Regional Office.

At 11:05 am LPA was guided through the facility. LPA observed the entrance where a table is set up for checking in and out of the children. Temperatures are checked prior to acceptance into the facility. Parents are asked to take temperatures at home as well prior to arriving to the facility.
At 11:06 am LPA was toured around the outdoor areas. Children are split into 3 groups outdoors. The areas are sectioned off by use of white boards or caution tape. Each yard is cleaned and disinfected between groups. Water is available in form of cups and water pitcher, but children can take their personal water bottles outside with them. Children are not using the water fountain. The following was observed outdoors in the playgrounds.

Group #1- Classroom Honeybees: 11 children and 1 staff.
Group #2- Classroom Koalas: 9 children, 1 staff.

At 11:09 am LPA was toured back indoors to the classrooms. Each classroom has their own restroom, there is an additional restroom outside of the classrooms. Room #1- Turtle Room will be used for school-age children under the waiver. There is a separate, private restroom for children’s use. LPA observed the isolation area in the office.

Parents are providing lunch or have the option to pay for a hot lunch on Mondays. Snacks are provided by the facility and served by the teachers. Drinking water is available in form of personal water bottles and refilled via water pitchers available in each classroom.

The facility is operating with cohorts of 12 children maximum. Facility discusses and encourages social distancing and mask wearing of children. Hand-washing posters are posted in the restrooms. Children engage in outdoor activities throughout the day. The facility is well ventilated, and doors kept open. Classrooms are being disinfected and cleaned everyday. Toys are sanitized after each use. After hours the facility is cleaned and mopped.

To further ensure health and safety of the children in care, Community Care Licensing will provide on-going Technical Assistance (TA) to Creative Mind Preschool. LPA advised director to stay updated with the Provider Information Notices (PINs) on the department website www.ccld.ca.gov as well as www.covid19.ca.gov for COVID-19 related information.

An exit interview was conducted with Licensee Brigitte Benchimol. A copy of this report will be sent via email with an attached read receipt as proof of receipt. LPA request report be signed and a copy returned to the Regional Office.
