Licensing Program Analysts (LPAs), Ariel Cazares and Alicia Mooberry conducted an unannounced annual random site inspection to ensure the health & safety standards as required by regulations governing family child care homes. Upon arrival, LPA met with Licensees Ling Yan Cao & Bob Chiang and toured the facility. There were 5 children present. Individuals residing in the home are the licensees and two children. Licensee’s operating hours are Monday-Friday 6am-6pm.

The home is a one story, 2-Bed, 2-Bath home. The following areas are used for day-care: Living Room, 1 restroom, the kitchen and back yard. Off limit areas include: 2 bedrooms, 1 bathroom, the office, an outdoor pantry space, sections of the backyard and detached garage, and front yard.

Licensee has the required postings on a board at the entrance of the facility. First Aid/CPR certificates are valid through 12/1/2020 for both licensees. Licensee's disaster drill log notes last drill conducted on 5/14/19. Licensee has a working telephone.

LPAs inspected all areas used for the daycare. The living room is the primary daycare activity space. The children's restroom was observed to be hazard free and in good condition. The carbon monoxide and smoke detectors located in the living room were tested and found to be operable. LPAs inspected 2 fire extinguishers which were both purchased in 6/28/17 but have not been serviced since then. LPA advised licensees to service one of them or purchase a new one. There were electrical outlet covers throughout and First Aid Kit located at entrance of facility. There are adequate age appropriate toys, books, and games. There are no firearms present on the premises as stated by licensee.

LPAs inspected the section of the backyard children use for play. LPAs observed metal fencing parts laying on the floor over an area of the ground that licensee stated a tree was removed from. LPA advised to remove the parts as they can cause an injury or pose a tripping hazard to children playing in the area. There were no pools or spas, or other bodies of water observed during this inspection. Currently there are no pets. The garage in the back is off-limits via gates.

The following were discussed: Individuals who are 18 years of age or older living in the home must be finger print cleared prior to being in the presence of the children in care. Individuals within one month of their 18th birthday must be fingerprinted immediately. No smoking, No infant walkers, No baby bouncers, No Johnny jumpers, No exersaucers and any other item that falls into that category. LPA discussed disaster drills, posting requirements, children records requirements, mandated child abuse and injury/death reporting.

  • LPA reviewed SIDs, Never Shake A Baby, and safe sleeping practices. Infants should sleep mouth up, on their backs, free of clutter surrounding their sleeping space. A copy of the Safe Sleep Concepts was provided.
  • Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm
