13 | Licensing Program Analyst (LPA) Ortega conducted an inspection for the purpose of delivering the findings related to the complaint investigation allegation above. LPA met with licensee, Suraiya Daud and informed the licensee of the purpose for the inspection. A census of the children was taken. The complaint investigation consisted of the interviews with Staff, children, parents and video footage.
The investigation revealed that during a nature walk children were exploring on a City's stationary property machinery(caterpillar backhoe). Licensee stated there may have been one child that might have climbed on the other side of the Caterpiller backhoe but came down as soon as instructed. Observation of the video footage, revealed licensee standing in close proximity at an angle supervising the children and taking pictures of the children while on the caterpillar backhoe bucket. Children were not injured and interviews did not revealed any improper supervision. Facility operates as a Reggio philosophy science base program ciriculm. Licensee has verbal parent consent and has agreed to retain parent consent acknowledgements in each child's file. Therefore, based on the observations and interviews, this allegation is deemed UNSUBSTANTIATED. A finding that the complaint is unsubstantiated means that although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged allegation occurred. No citation will be issued. Report was discussed and appeal right provided to licensee. |
