Licensing Program Analyst (LPA), Alicia Mooberry conducted an unannounced Annual inspection to ensure the health & safety standards as required by regulations governing family child care homes. Upon arrival at 1:10pm and met with Licensee, Alvenia Hatten, and toured the facility. LPA explained the purpose of inspection and provided the inspection Entrance Checklist, LIC 126. LPA inspected rooms/areas on the facility sketch in which child-care services are provided and to which children have access, as well as off limit areas. There were three (3) napping children present. Licensee’s operating hours are Monday-Friday 7am-6pm. Individuals residing in the home were discussed and noted. The facility participated in the Early Head Start Program.

The facility was previously licensed as a preschool, the home is set up as a preschool. This is 4 bedroom 3 bathroom home. Areas used for day-care: Living Room and Dining Room, 2 bedrooms, 1 restroom, dining area, entry room, gated play area in the backyard. Dinking water is available by filtered water dispenser and disposable cups. Children's individual labeled cups were observed.

Off limit areas include bedroom by kitchen and office, 2 bathrooms, two (2) units located in the rear of the property. There a storage shed in need of repair and detached two (2) room unit next to carport, that is gated.

Off limit area need to be kept inaccessible to children during daycare hours.

LPA observed the facility license posted in the living room. Licensee was advised to post the required posted documentation in a location visible to parent/guardians of children in care. Including Publication (PUB) 394- Notification of Parent Rights and Licensing Form (LIC) 9148- Earthquake Preparedness form. LPA observed completed facility records including; LIC 9040- Facility Roster, LIC 610- Facility Disaster Plan.

The licensee provides food for children in care. Licensee was reminded to lable and store food if brought from home.

Smoke and carbon monoxide detectors were tested and are operable. Fire extinguisher indicated fully charged and was serviced on 06/27/22, Licensee was reminded that fire extinguisher needs to be serviced yearly. The home maintains working telephone service, LPA confirmed phone number and email address on file.

The home is observed to be clean and orderly. There are age appropriate toys and educational materials available for children. LPA observed that cleaners, detergents, knives and other items are in kitchen in locked cabinets inaccessible to children. The bathrooms that children use are located in the hallways observed to be clean and free of hazards.

LPA observed proper storage of insecticide (Raid) stored in locked cabinet in the home inaccessible to children.

Per Licensee there are no firearms or weapons stored in the home. Isolation area for sick children waiting to be picked up is in living room, away from the other children. Facility does not have a pool or similar bodies of water. There are no pet in the home.

Licensee states there are no infants enrolled in the facility. LPA discussed with licensee the new Safe sleep regulations and provided PIN 20-24-CCP. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Children’s records were reviewed for (LIC) 282- Affidavit Regarding Liability Insurance, Immunization's Records, LIC 700- Identification and Emergency Information, LIC 627- Consent for Medical Treatment, LIC 995A Notification of Parents’ Rights, and documentation of 15-minute Infant Sleep Check (0-24 months)



Licensee records were reviewed for approved Pediatric First Aid and CPR certification, LIC-501: Personnel Record, LIC 508-Criminal Record Statement, LIC 9052- Employee Rights, Proof of immunizations against measles, pertussis and influenza or influenza declination, TB clearance or risk assessment, LIC 9108- Statement Acknowledging Requirement to Report Child Abuse and current Mandated Reporter Training Certificate. -------------------Page 2 – Report Continues

LPA discussed with licensee current COVID-19 recommendations, precautions and procedures.

Incidental Medical Services (IMS) policy was discussed. For IMS information , see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Based on the LPA's observations and records review there are no deficiencies cited today in accordance with California Title 22 Regulations.

A notice of site visit was given and must remain posted for 30 days.
