Licensing Program Analysts, Janeth Chavez & Alanna Gontarek conducted an unannounced Annual site inspection to ensure the health & safety standards as required by regulations governing family childcare homes are being met. Also, during today’s inspection LPAs will conduct a Capacity Increase determination for a large family childcare home. The fire clearance was granted on 02/06/2020. Upon arrival, LPA met with Licensee, Liquing Gao and Xiaoming Miao (licensee's husband) and toured the facility indoors and outdoors. All adults have a criminal record clearance on file. There are 6 children present (3 infants included) and 9 children enrolled. Individuals residing in the home are 4 adults and no children. Licensee’s operating hours are Monday-Saturday 8am-8pm. Licensee does not carry Liability Insurance for a Family Child Care Home. During today's inspection the infant ratio for a small family child care home was met.

The home is a one story, 3-Bed, 2-Bath home. The following areas are used for day-care: Living Room, Back Daycare room, and hallway restroom. Off limit areas include: 3 Bedrooms, detached garage, 1 bathroom, and kitchen. LPAs observed the detached garage door locked. LPAs inspected the children's bathroom and observed to be free of hazards. LPAs observe a sliding glass door in the kitchen to prevent access to children in care. LPAs advised licensee to keep all off-limit areas inaccessible to children in care. Licensee has the Parent’s Rights poster and other appropriate forms posted on the wall in the living room used for day care. Licensee’s Pediatric First Aid/CPR certificate are valid thru 01/2021 and assistant’s CPR expires on 06/2020. Licensee stated she has practiced fire/emergency drills with day-care children on 09/10/2019, providing LPA with disaster drill log. Licensee has a working telephone & cell phone. Detergents, cleaning supplies and poisons were inaccessible to daycare children. Fire extinguisher is fully charged and was purchased in 02/2020. There is an operational combo smoke and carbon monoxide in the living room area. The home has electrical outlet covers throughout and maintains a First Aid Kit. There are adequate age appropriate toys, books, and games. There are no firearms present on the premises as stated by licensee. LPAs did not observe any weapons in the home. There are no pools or spas, or other bodies of water. Currently there are no pets. Children’s Roster is readily available and updated. Children’s files were reviewed and are complete.

The following items were discussed: Individuals who are 18 years of age or older living in the home must be finger print cleared prior to being in the presence of the children in care. Individuals within one month of their 18th birthday must be fingerprinted immediately. No smoking, No infant walkers, No baby bouncers, No Johnny jumpers, No exersaucers and any other item that falls into that category. LPA discussed disaster drills, posting requirements, children records requirements, mandated child abuse and injury/death reporting. LPA advised the Licensee to access forms and regulations online at: www.ccld.ca.gov. Licensee is exempt from AB1207 Mandated Child Abuse Online training because it is not provided in the licensee’s primary language, Mandarin/Chinese. Licensee and assistant have met SB 792 Immunization requirements.

Licensee provides care for infants in the living room area. LPAs observed 2 cribs and 2 Cosco Pack and Plays in the living room area. LPAs observed Cosco Pack and Play in the back-daycare room. LPAs observe a crib inside bedroom adjacent to the restroom, however, this bedroom is off-limits to children. LPAs advised licensee not to sleep the infants in the off-limits bedroom. Licensee was advised to sleep infants where they can be directly supervised and advised against sleeping infants in a separate room. LPA provided the Licensee with a copy of the Child Care Provider’s Guide to Safe Sleep, by American Academy of Pediatrics. LPAs reviewed SIDS, NEVER SHAKE A BABY, AND SAFE SLEEPING PRACTICES. INFANTS SHOULD SLEEP MOUTH UP, ON THEIR BACKS, FREE OF CLUTTER SURROUNDING THEIR SLEEPING SPACE. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee has applied for a capacity increase to a large family childcare. A fire clearance has been granted on 02/06/2020, the application will be submitted to the Department for final review.

There are no deficiencies cited on today's inspection. The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. Exit interview was conducted with Licensee, Liquing Gao. Appeal rights discussed and explained.
