Licensing Program Analyst (LPA) Dayna Chambers arrived at the above facility at 10:30am on 11/25/2019 to conduct an unannounced annual random inspection. LPA was greeted Alexis Vazquez, Center Director, upon arrival to the facility. This is an infant program which is operated by Children Today, Inc. The program consists of a full day program in the Infant Room. Days & Hours of Operation are from: M-F from 7:00 am to 6:00 pm.

Alexis Vazquez, guided on a tour inside and outside of the facility. The facility has 3 classrooms for: infant, preschool, and toddlers.
There were 5 infants present today upon arrival . There are currently 9 infants enrolled. LPA observed that there were 2 teachers and one assistant present with the infants during this inspection.

LPA observed all posting requirements for operation on the posting board LIC 203A-License, LIC-9213-Notice of site visit, LIC 610 A-Emergency Disaster Plan, LIC 9148-Earthquake Preparedness Check List, PUB 394-Notification of parent’s rights poster, LIC 613A- Personal Rights, PUB 269- Child Car Seat Law, Menus, and Activity Schedule.

The facility obtained current pediatric CPR and First Aid for all facility staff members and are posted in all classrooms. All center staff that was present during today’s visit had fingerprint cleared and associated to the designated license number. LPA observed staff has proof of immunization against influenza, pertussis, measles, and TB clearances. LPA observed that staff has proof of the Mandated Reporter AB 1207 compliant Child Care Training Certificate on file.

All areas identified on the Indoors and Outdoors Facility Sketch were inspected. LPA observed a total of 5 infants with three (3) Staff members in the Infant Room. Teacher child ratios were observed and staff names recorded. Sign in and out sheets and procedures were reviewed.

INDOORS: This facility has indoor activity space for infants that is physically separate from space used by children in other components. Furniture and equipment such as changing tables and feeding chairs were inspected for age appropriateness, good repair and free of sharp, loose, or pointed parts. Telephone service, heating, lighting and ventilation were evaluated. Napping equipment (cribs/mats) and bedding were inspected and in good condition, appropriate storage, and cleanliness. The facility has a laundry area that includes washer and drier to wash the children's linens weekly. Storage for children's belongings and isolation area were inspected. Ill isolation area is in the main office. Drinking water is readily available indoors for through a water jug. Carbon monoxide detectors and smoke detectors are present.

Age appropriate sinks (1) and toilets (1) were inspected for availability, good repair, water temperature, toilet paper, area safety and sanitation. First Aid supplies were inventoried. Per Director, Alexis Vazquez, they are not currently providing IMS services at this time.

Food menus were reviewed. The facility provides infant formula and all food. Food and snacks were reviewed for availability, quantity and appropriateness for children in care.

The facility provides, breakfast, lunch and a PM snack. Food preparation area was toured for safety, cleanliness and proper equipment. All storage containers for solid waste, including moveable bins had tight-fitting covers that are kept on, and in good repair. The facility was observed to be free of flies, other insects and rodents. Disinfectants, cleaning solutions, medications and other items that are dangerous to children, were inaccessible to children.

OUTDOORS: The outdoor activity space for infants is physically separate from space used by preschool and toddler program. The infant play yard is fully fenced and exclusively used by the infant program. Outdoor play equipment was inspected for safety, free of sharp, loose pointed parts, good repair and age appropriateness. Required shade, drinking water and fencing were inspected. Play area was inspected for hazards and inaccessibility to bodies of water; no bodies of water or hazards were observed. The infant play yard has cushioned material that absorbs a fall.

RECORDS REVIEW: Children's and staff's records were reviewed. Children have a Needs and Services plan on file. Staff's CPR expires 06/16/2020: proof of current Pediatric First Aid and CPR certification.

LPA observed the fire extinguisher located in kitchen and in all classrooms. LPA observed the fire extinguisher meets requirements - 2A:10BC. The fire extinguisher indicates fully charged and was serviced on 02/04/2019, as indicated on service tag. LPA observed that the smoke and carbon monoxide detectors were serviced by the West Coast Fire and Integration company. The system was tested by the inspector on 01/08/2019 and are operable. LPA obtained a copy of the inspection report.

LPA observed the emergency disaster drill was conducted . The facility roster was up to date and fire and emergency disaster drills were conducted on 09/27/2019 and conducted every six month..


Incidental Medical Services (IMS). Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. AB 1207: The following was discussed with the Director: As of January 1, 2018, Health & Safety Code 1596.8662 requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. New employees shall have 90 days from date of employment to complete training as required. The training may be met by using the Department’s Office of Child Abuse Prevention (OCAP) online training modules at: http://www.mandatedreporterca.com/.



No deficiencies were cited during this inspection. An exit interview was conducted with Alexis Vazquez, Center Director. A copy of this report and Notice of Site Visit was provided.


The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
