An unannounced Case Management - Licensee initiated inspection was conducted on this date by Licensing Program Analyst (LPA) Lissete Gonzalez in order to take measurements of the indoor and of the outdoor space for the purpose of addressing a capacity increase. Licensee is requesting an increase in capacity from sixty-four (64) to ninety-six (96); the infant program from capacity of 20 to 24; toddler option from capacity of 44 to 72. Upon arrival, LPA met with Assistant Director of Education Programs, Gloria Mejia who guided LPA on a tour of the facility indoors and outdoors. Also present was Mental Coach, Nneka Arinze. Census was taken, staff names were recorded, and staff-child ratios were met. Operating hours are from 7:30 a.m. to 5:30 p.m. Monday through Friday.

There is a total of 9 classrooms for the program. Room #3, Room #5, Room #7 and Room #9 have been added to the program. The proposed infant rooms are Room #5, Room #7, and Room #9. The proposed toddler rooms are Room #1, Room #2, Room #3, Room #12, Room #13, and Room #14.

The facility provides a full day session to children in the Infant program and Toddler option. All posting requirements were observed on the Parent Board, located in each classroom. There are monthly menus posted on the parent boards. The daily class schedules are posted in the classrooms’ above the sign-in table. Breakfast, lunch, and an afternoon snack will be served.

There is age-appropriate furniture and equipment in each classroom. There is a telephone in each classroom. The classrooms have central heating and air-conditioning. Overhead lighting provides majority of the light. For napping equipment, there are cots available in each of the classrooms. Laundry services are available on site. Sheets and blankets are washed weekly. Drinking water will be dispensed from a portable water dispenser with individual disposable cups in each classroom. There are trash cans with tight fitting lids in each classroom.

When infants become ill during school hours, they use the Site Supervisor office as the isolation area. There is a cot available in the Site Supervisor’s office. The toddlers use the Education Coordinator’s office as the isolation area. There is a cot available in the Education Coordinator’s office.

The outdoor infant playground was inspected. The infant playground is fenced. The playground has turf under the play activity areas and equipment. Drinking water will be dispensed from a portable water dispenser with individual, disposable cups. There is shade available for the children. There is a fence separating the infant and toddler playgrounds.

The toddler playground was inspected. The outdoor toddler playground is fenced. The playground has turf under the play activity areas and equipment. Drinking water is dispensed from a portable water dispenser with individual, disposable cups. There is shade available for the children.

LPA observed a back door that exits from Infant Room #5 and leads directly to the toddler playground. Per Gloria Mejia, the infants in Room #5 will exit through the front door, walk through the hallway and exit from the hallway to the infant playground. LPA observed Infant Room #5 and Toddler Room #3 are adjacent to each other. The wall between the classrooms does not fully separate the classrooms. A child safety gate was observed in Infant Room #5 barricading the open space (65 inches) to prevent access to Room #3.

There are fire extinguishers mounted on the wall of each classroom. Fire extinguishers were last serviced 08/19/19. There are fire alarms, carbon monoxide detectors and smoke detectors in the classrooms. There is a current and valid fire clearance on file with the Department.

There is a total of 14 child size toilets and 15 child size sinks available to children. The classrooms each have a changing table and there is a sink within arm’s reach.

Based on measurements taken on this date, the maximum indoor capacity shall be for 24 infants and 72 toddlers. Based on measurements taken on this date, the maximum outdoor capacity for the infant program shall be for 24 infants. Based in measurements taken on this date the maximum outdoor capacity for the toddlers shall be for 72 toddlers.
