Licensing Program Analyst (LPA) Seung Lee and Stacy Perry conducted an unannounced required inspection to the above facility. LPA met with Ling Su-Ly, Licensee who guided analyst on a tour of the facility at 3:05PM. There were 7 children present during this inspection, one being licensee's biological child. Also present during this inspection, is Crystal Truong. Licensee’s Assistants. The licensee states that she currently has 7 children enrolled. A current children’s roster is available and is current.

This is an apartment complex which is located on the first floor, the home consists of 3 bedrooms, 2 bathrooms, kitchen, dining room, living room. There is no outdoor area for children to use on the apartment premises.

The children use the bathroom in the hallway, living room, kitchen and dining room areas. Per licensee, areas off limits to children and parents include: All 3 bedrooms and 1 bathroom which is in the master bedroom. There is a gate in between the living room and the dining area. Some of the kitchen cabinets have latches for added security. The licensee provides food for children in care.

The licensee states that 2 adults currently live in the home. All individuals present in the home have obtained a criminal record clearance or exemption prior to working, residing or volunteering in a licensed home.

All areas identified on the facility sketch that children use, were inspected for safety, comfort, cleanliness, telephone service, ventilation and heating (central). The following was observed and reviewed during this inspection.

PHYSICAL PLANT
Detergents, cleaning compounds, medications, and other items which could pose a danger are inaccessible to children. The licensee states that there are no poisons in the home and understands that storage areas for poisons must be locked with a key or combination lock.

Fireplace located in the living room is made inaccessible to prevent access by children. The valve on the required 2A 10BC fire extinguisher indicates fully charged and was serviced on 02/23/2023, as indicated on service tag. Per State Fire Marshall standards, fire extinguishers shall be serviced annually. Smoke and carbon monoxide detectors were tested and are operable. Disaster drill was available last conducted on 10/19/2023.

The home is observed to be clean and orderly. There is heating and ventilation for safety and comfort. There are toys available for children. The Licensee states that a cell phone is used and stays at the facility during operating hours.

The licensee is observed to be operating within the license capacity limitations.

The licensee and other personnel have completed training on preventive health practices including Pediatric First Aid and CPR. The licensee's Pediatric First Aid and CPR expires on 05/2025. There are first aid supplies available.

Children’s records were reviewed at 3:30PM, including but not limited to, a copy of the emergency information card that contains all the information specified by regulation.

The following items were also discussed with licensee during this inspection.
POSTING REQUIREMENTS: Emergency Disaster Plan, Parent’s Rights Poster and the Facility License are observed to be posted.
PROHIBITED: Infant Walkers, Johnny Jumpers, Saucer Chairs, Trampolines and/or any other item that falls into these categories are not permitted in a family child care facility. SMOKING IS PROHIBITED IN A LICENSED FAMILY CHILD CARE HOME.

Infant Care: Licensee is currently caring for infants. LPA advised the licensee to sleep infants where they can be directly supervised at all times and advised the licensee against sleeping infants in a separate room.
The licensee stated the following as a supervision plan for infants: Licensee states that infants sleep in the living room. LPAs observed the infant in care sleeping in the living room. LPAs advised the Licensee to remove the cover that covers the mesh side of the playpen in the living room. LPAs also advised the Licensee to have her own child who is an infant to not nap in the off limits room. Licensee was provided with a declration that stated she agrees to comply with the above advisory. The Licensee did remove the cover around the playpen during the inspection.

Medication: Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. At this time, the licensee is in compliance with California Code of Regulations Title 22. No deficiencies cited.

The Notice of Site Visit (LIC 9213)must remain posted for 30 days during the hours of operation after each site visit made by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
