13 | Licensing Program Analyst (LPA) Judy Mora conducted an unannounced site inspection on this date to investigate the above complaint allegation. LPA met Director, Aracely Ramirez, who guided analyst on a tour of the facility. LPA obseved 23 children with 03 staff present at the time of arrival.
During the course of this investigation, interviews were conducted with the Director, staff, and children. LPA obtained a copy of the facility roster. LPA also reviewed and obtained copies of the children's ID and Emergency Information (LIC 700).
Although the allegation may have happened or is valid there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegation is unsubstantiated. Although the staff was present in the area when and where the incident occurred, the staff did not observe the exact moment that C1 was poked by C2. Also, the disclosures made during the interviews conducted were not consistent with what was observed by staff.
