An announced Increase in capacity site inspection was conducted today by Licensing Program Analyst (LPA) Cynthia Reyes to inspect and measure the new preschool class rooms for capacity determination. This center was previously licensed for 90 preschool children and is seeking to provide care for an additional 45 preschoolers. The preschool will operate from Monday through Friday 7:30 AM - 5:30 PM. The facility is already licensed for class room 1 the dolphins, class room 2 the Sea Turtles, class room 3 and 4 are the multipurpose room that is the star fish and the sea horse. The 4 new rooms adding to the license are in a separate 2 story brick building (same address) located directly across from the Directors office. The class rooms are located on the bottom level of the building. Parents of the 4 new class rooms will enter the same gate as the other preschool children through the gate off the side of the parking lot. The sign in and out electronic tablet is located at the same front gate entrance. Parents are not allowed on the school site at this time, however the children temperatures are taken before entering the school. Hand sanitizer is located at the entrance and in each class room. All children will wash hands with soap and water before they enter their class rooms. (Written procedures were given to the LPA)

The ill isolation are is located in a room next to the Directors office which is located in the main Sand castle building. The rest room for the ill child is located directly across from the isolation room. A cot is available in the isolation room.

There is a fully equipped first aid kit available on site. There is a smoke detectors, a carbon monoxide detector and a fire extinguisher (Service date due 01/2021) that meets statutory requirements. Heating, lighting and ventilation were evaluated. Building/Rooms are centrally heated and air conditioned. Overhead lights as well as natural light is used. Children will have their own cubbies to store their belongings.

Measurements were recalculated of the 3 main outdoor play area (Lunch/Snack/Activity, Play Structure, and Free Play area) located around the directors office and class rooms. An additional 50 preschoolers can use the outdoor areas. A large grass field area was not measured as it has more then enough space for the capacity.

Toys were observed to be clean and safe. Furniture and equipment was inspected for age appropriateness and good repair. Napping equipment and bedding was inspected for good condition, appropriate storage and cleanliness. The children are provided their own water bottle/thermos for lunch and snack and are labeled. Jugs of water and cups are in each class room for children to drink freely. Containers used to discard food have tight fitting lids. Cleaning compounds are inaccessible to the children. The facility provides AM/PM snack and children bring their own lunch. Menus were observed.

Fire clearance was received and approved for 30 more Preschool children for a total capacity of 120.
Based on measurements taken today of the preschool with the new class rooms (1-4 new building) and the 3 toilets totaling 45 and the 4 sinks totaling 60 added is approved for 135. Based on the toilet capacity of 45 extra children added to the licensed 90 children.

No Corrections are needed as of today and increase is approved for 135 preschool children. Updated fire clearance will be sent to reflect new capacity of 135.

Exit interview conducted with Director, Angineh Hambarchian and a signed copy of this report was provided along with the notice of site visit and appeal rights. All Precautionary measures were taken by LPA and by facility staff during this inspection.

Medication: This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.
