Licensing Program Analyst (LPA) Franchesca White conducted an Unannounced Required 3 year Annual inspection to the above facility. LPA disclosed the purpose of the inspection and met with Licensee, Estela Carrera who guided the LPA on a tour of the facility. There is one adult living in the home and that has criminal record clearance. There were 2 day care children present during today’s inspection. Licensee states that there are currently two (2) children enrolled. The children's roster was reviewed and is current. Per licensee, the facility’s hours of operation are 7:00 AM to 5:30 PM, Monday thru Friday. Emergency Disaster Plan, License, and Parents’ Rights were posted at the time of inspection. Per Licensee, disaster drill was conducted 1/6/2024.

This is a single story home which consists of three bedrooms and one bathroom, kitchen, living room, and front yard. LPA observed a wall heater in the home that is barricaded by a gate. Areas used by the children include the living room, bathroom, and Bedroom 1. Bedroom 1 will be used for isolation of sick children. Per Licensee, areas off limits to children and parents include kitchen and Bedrooms 2 and 3. LPA observed that there is an operable baby gate separating kitchen from living room making it inaccessible to children in care at time of inspection. Per licensee, off limit bedrooms are locked during operating hours, LPA observed doors to be locked.

All areas identified on the facility sketch as accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for the safety of the children. Main Care Area for day care children will be the living room. Main Care Area is located upon entry of the home. LPA observed an A/C wall unit and a ceiling fan in the living room of the home. There is a working telephone maintained in the home. LPA

Per licensee, the children will have access to middle area of yard area for outside play. LPA observed yard has grass and adequate perimeter fencing through-out the property. LPA observed large front yard area that is shared with home next door which has separate address (9217 Compton Ave.) Licensee states that children are only allowed in the small grassy area of front yard area. LPA did not observe any gates separating this area from other areas of the yard. Licensee states when children play outside she puts cones out and informs the children that they are not allowed outside of coned area. Licensee states that she is always outside with children when they are playing outside. LPA notified Licensee, that since designated outdoor area children are allowed to play in is not fenced, provider must be with children at all times when outdoors. LPA observed plastic play house free of loose and sharp parts available for the children in the yard and all trees, shrubs, and plants are maintained.

The valve on the required 2A 10BC fire extinguisher indicates fully charged. LPA checked Smoke and carbon monoxide detectors are in operable condition at time of inspection. LPA observed First Aid kit kept on shelf in Main Care Area and was inventoried for necessary supplies. Licensee provided proof of immunization against influenza, pertussis, and measles during today’s inspection. Licensee has current mandated reporter training with an expiration date of 1/2026
—CPR Card valid until: 7/22/2025
—Fire Extinguisher was last serviced on: 7/12/2023
—Children records and required licensing forms were discussed as well as mandated child abuse reporting and criminal record clearance requirement.

Per Licensee, there are no weapons, firearms in the home and there are no bodies of water around the premises. LPA observation did not see any bodies of water around the premises. Per licensee, they provide food for children in care.

Criminal Record Clearance Licensee Estela Carrera was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee Estela Carrera was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.

Estela Carrera confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

Based on Title 22, observations, record review, and interviews there are no deficiencies cited today.

A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with the licensee Estela Carrera. A copy of the report and Appeal rights were given.
