Licensing Program Analyst (LPA) R. Derraco conducted a required one year inspection to the above facility on 12/15/21. LPA arrived at the facility at 1:20 PM and met with licensee Gloria Felix, who guided analyst on a tour of the facility. Also present during this inspection were the licensee's three adult children. Per Licensee, there are 10 children that are currently enrolled. There were 6 children present upon arrival. LPA observed observed S2 arriving at 2:45 PM with 3 additional children for care.

This is a one story home which consists of 4 bedrooms, 2 bathrooms, kitchen/dining room, living room, a garage, front yard fenced and backyard. An additional off limits living area is located on the same property and is occupied by S3 and S4. The living area is made inaccessible by a locked door and wooden fence. The off limit areas include three bedrooms, one bathroom, back yard area, garage, and additional living area.

The main care area is located in the living room. LPA observed a locked fire place, two couches, a dining table with chairs, a coffee table, a pull down fire alarm, ceiling fan, wall mounted television, age appropriate toys and materials. LPA observed the kitchen to be clean and free of defects. Locks beneath the sink and to the kitchen drawers were observed making contents inaccessible. Cleaning products and sharp objects were observed to be locked in the kitchen cabinets and drawers. LPA observed bedroom 1 converted for day care use. Additional age appropriate toys, materials for children, a first aid kit, child sized chairs, a wall mounted television and security camera were observed in bedroom 1. Bedroom 2 was observed to have a bed, dresser, a locked fireplace, and two Graco Playpens. LPA observed an infant sleeping in the play pen with a blanket. Another blanket was observed hanging on the side of the playpen. LPA advised licensee that a citation under California Code of Regulation (CCR) Title 22 section 102425 (b) and 102425 (b)(3) will be issued. LPA observed the bathroom designated for use by children to be clean and free of defects. A child proof lock was observed below the bathroom sink making contents inaccessible. Outdoor play is located in the front yard. Due to the rain the prior day, licensee states she is making outdoor play temporarily unavailable until she is

able to pick up the remains from the storm. LPA observed the off limits living area to have a locked front door making access to the home inaccessible. Age appropriate toys and materials were observed in the outdoor play area. The licensee states that she provides food for children in care. Per licensee, isolation area for children showing signs of illness will be located in bedroom 2. LPA did not observe the following items during the inspection: Infant Walkers, Johnny Jumpers, Saucer Chairs. Two pet dogs were observed in the off-limits bedroom and off limits garage.

Individuals who reside in the home were noted and discussed. Per Licensee, they currently have three assistants. All adults present in the home have obtained a criminal record clearance or exemption prior to working, residing or volunteering in the licensed childcare home. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Licensee states that there are no firearms stored in the home

All areas identified on the facility sketch that are accessible for children to use were inspected for safety,


comfort, and cleanliness. There is telephone service via land line. Per licensee, the home is equipped for central air conditioning and heat. Day care area was observed with safe toys, play equipment and materials.

Per licensee, detergents, cleaning compounds, and other items which could pose a danger to children are kept on a high shelf in the off limits garage. The licensee understands that storage areas for poisons must be locked, not just inaccessible.

The valve on the 3A-40BC fire extinguisher indicates fully charged. Licensee states that she bought the fire extinguisher close to a year ago but does not have the purchase receipt. LPA provided technical assistance regarding the fire extinguisher and suggested purchasing a new one or having it serviced with a service tag attached. Smoke and carbon monoxide detectors were tested and are operable.

LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The licensee and other personnel have completed training on preventive health practices including Pediatric First Aid and CPR. The licensee's Pediatric First Aid and CPR expires on 07/2023. LPA observed that the Licensee and assistant do have proof of the Mandated Reporter AB 1207 compliant Child Care Training Certificate on file. File review was observed to have proper mandated immunization records. Children’s records were reviewed, including emergency information and were observed to be complete. LPA observed the infant file does not have and Individual Infant Sleep Plan. LPA advised licensee that a citation under CCR Title 22 Section 102425 (c) will be issued. A current children’s roster was available for review.

Emergency Disaster Plan, Parent’s Rights Poster and the Facility License were observed to be posted.

Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes in the home.

Incidental Medical Services (IMS):
IMS was discussed with licensee. Per licensee, there are no children enrolled that require IMS at this time. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA advised the licensee to access forms, regulations and quarterly updates online at: www.ccld.ca.gov. LPA also discussed and provided the Provider Information Notices (PINS) on Recently Approved Safe Sleep Regulations in Effect: PIN 20-24-CCP.
