On 06/07/2023 at 12:30 PM an unannounced Required – 1 Year Inspection was conducted by Licensing Program Analyst (LPA) Katrina Chicote. Facility is currently licensed for a capacity of 6. Licensing staff announced purpose of visit and met with Denisse Calderon, Site Supervisor, who granted entry to facility. The program currently operates a Monday thru Friday 6:30 AM to 6:00 PM. LPA was taken on a guided tour of the facility of both indoors and outdoors. Facility consists of one classroom and outdoor play area. There is a Preschool License (#191870959) on same facility which LPA observed each program to have separate entrances and play areas. LPA observed required licensing postings on front lobby which includes Daily Activity Plan on parent board in classroom.

At the initial start of the site visit, there is a total census of four infants and a total census of two teachers present. Sign-in and out sheets and procedures were reviewed. LPA observed all infants present signed in at time of inspection. Per Site Supervisor, facility has six infants enrolled.

Beginning at 12:35 PM, furniture and equipment were inspected for age appropriateness and good repair. LPA observed rugs and linoleum flooring through out to be free of hazards at time of inspection and child appropriate tables and chairs available for infants well maintained. LPA observed learning stations with toy shelves for manipulative skills, auditory, visual, and tactile stimulation that are age appropriate and well maintained free of loose and sharp parts. LPA observed an area for quiet play. Telephone service, heating, lighting and ventilation were evaluated. There were cubbies observed as storage for infant's belongings. LPA observed a separate area for infant napping in corner of classroom. LPA observed blue cots and cribs available for infant sleep laid out that does not hinder walkways at time of inspection. Per Site Supervisor, linens are provided by the facility and additional blankets provided by families and washed weekly by staff. LPA observed safe sleep log posted on wall in Infant Sleep Area. Availability of drinking water was reviewed. LPA observed water coolers with paper cups available for infants. Age appropriate sinks and toilets were inspected for availability, good repair, water temperature, toilet paper, area safety and sanitation. LPA

observed bathroom available in classroom that had one toilet and two sinks . LPA observed a walk up changing table by bathroom that is within arm's reach to a sink and complies with Title 22 Regulation requirements. LPA discussed diaper changing procedures with Site Supervisor at time of inspection.

LPA observed a first aid kit hanging by entrance of classroom. LPA tested carbon monoxide detector and observed to be operable. LPA observed smoke detectors and fire extinguishers are present in the facility. Disaster drill log was observed posted and last drill conducted on 05/30/2023. Per Site Supervisor, isolation area for sick children is in designated area of classroom in nap area. Hazardous items including poisonous cleaning compounds were stored inaccessible to children. LPA observed these items stored in high cabinets which have a lock at time of inspection. Per Site Supervisor, no infants in care require medication at this time.

Snack/lunch menus were reviewed and observed posted at time of inspection in each classroom. At 12:40 PM, food preparation areas were toured for safety, cleanliness and proper equipment. LPA observed two staff preparing food to be wearing proper equipment during inspection. Food and snacks were reviewed for availability, quantity and appropriateness to children in care. Facility provides breakfast, lunch, and PM snack. LPA observed infants sitting on child appropriate chairs and eating with full supervision at time of inspection.

Outdoor space is physically separate from other child care components. At 12:45 PM, LPA observed outdoor play equipment was to be in good condition, free of sharp, loose or pointed parts. LPA observed shaded structure, various toys stored in open bins in outdoor play area, and appropriate ride along toys available for infants. Outdoor activity space surface is maintained in a safe condition and is free of hazards. LPA observed flooring of outdoor activity space to have cushioning material and an area with turf grass. The outdoor area has adequate shade. The Site Supervisor states that there are no bodies of water on the premises and LPA did not observe any bodies of water during this visit. LPA observed water coolers with paper cups available for drinking water outside.

Teacher-child ratios were observed and staff names recorded. Staff present did have proof of criminal record clearance at time of inspection. Care and supervision was evaluated to determine if the basic needs of infants are met and appropriate. Personal Rights of infants were observed by LPA.

Beginning at 12:50 PM, staff and children’s records were reviewed. Children’s Records were reviewed for completeness. Inspection of required forms for children was made and documented on the LIC 857. The review of Staff records was documented on the LIC 859. All staff present have AB1207 Mandated Reporter Training certificate on file at time of inspection. There is at least one staff member trained in CPR and Pediatric First Aid present during this inspection. CPR card expires on 09/24/2024 for S3.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Licensee (or facility representative) was reminded that all adults 18 and over in the facility, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed facility. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Facility Representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Facility Representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

The facility was found in compliance per Title 22 regulations, there will be no deficiencies cited today, 06/07/2023.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site inspection by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
