On 8/27/2019 at 9:40 AM Licensing Program Analysts (LPAs) Angelica Ramirez, Adrian Risher and Licensing Program Manager (LPM) Victor Bautista conducted an announced Case Management visit for the purpose of an inspection for a proposed capacity increase. LPAs and LPM met with Sr. Director Angela Buck and Director Rita Greenspan and toured the facility inside and out. The facility is applying for a capacity increase from 10 infants in room two, to 24 infants using room one and two. Upon arrival, three infants were observed in care with two staff members. Throughout the course of the inspection, five additional infants arrived. Hours of operation are Monday through Friday from 7:00 AM – 6:00 PM.

Per Sr. Director Angela Buck current classroom # 2 provides care for infants from birth to 12 months, the new classroom # 1 will provide care for infants from 12 months to 18 months. If approved for a capacity increase, the license will not be limited to 18 month olds, this is the option of the licensee. Per Ms. Buck's statement, infants 18 months and older will be re-directed to the preschool's toddler component.

The Infant area is used for activities, active play and eating, LPAs observed age appropriate furniture and toys for indoor active play, which include infant height tables, chairs, cribs, cots, and carpeted area. A refrigerator for staff was observed in classroom # 2 and a refrigerator for infants was observed in classroom #1 and #2.

Measurements were taken both indoors and outdoors as follows:

1. Indoor space:
Classroom #1 & #2: 1108 sq. ft. allows for 31 children

2. Outdoor space:
Play yard #1 (Outdoor Grass Play Area): 928 sq. ft allows for 12 children.
The play yard is directly outside classrooms 1 and 2.

3. LPAs inspected one bathroom in classroom #1 and a second bathroom in classroom #2 and found them to be operable with 1 toilet and 1 sink in each classroom.

LPA Risher and LPM Bautista observed the isolation area in the Director's office on the second floor. The outdoor space was inspected and found to have age appropriate furniture and toys. A shaded area, a tree inside the outdoor play yard, for rest and drinking water is available outdoors. A fire clearance was granted on 08/13/2019 by the Burbank Fire Prevention Bureau for a capacity of 24.


The limiting factor for the capacity of this evaluation is the outdoor activity space which allows for only 12 children.

Capacity increase is pending:
Picture of sticker on floor identifying where napping cot should be placed
Schedule for repair of door (latch needed)
Waiver (staggered use of outdoor space): in process of being reviewed

Changing table discussion: In Room #1, the changing table present is wider than the one in Room#2 and due to it's greater size has been positioned outside of the changing area and is not within arms reach of the available sink. This style of table has been equipped because it has pull-out steps which can be used for older and heavier infants to guide them up rather than carry them upon the table. The Director has agreed to do the following in regards to this changing table in Room #1: the existing changing table will be placed in arms reach of the sink.

A copy of this report along with a Notice of Site Visit were provided to Sr. Director Angela Buck. The determination of the increase shall be communicated to the Director after managerial review of the pending items.
