Licensing Program Analyst (LPA) Seung Lee conducted an unannounced required inspection. Upon arrival LPA Lee met with Director Sandy He, who provided a tour of the facility. This preschool program consists of 3 classrooms. Hours of operation are from Monday through Friday, 7:30 AM – 6:00 PM.

During the tour of the facility LPA Lee observed the following: Room#A: 2 staff members with 18 children; Room#B: 2 staff members with 19 children; Room#C: 3 staff members 17 children.

PHYSICAL PLANT: Furniture and equipment are in good condition, free of sharp, loose, or pointed parts. All toilets and hand washing sinks are safe, sanitary and are operational. Classroom A and B share restrooms while Classroom C has its own two restrooms with toilets and sinks. All kitchen areas/food preparation areas and food storage areas are kept clean and are free of litter. Trash cans used to discard food have tight fitting lids. Drinking fountains are available indoors and outdoors. The facility was observed to be free of flies, other insects and rodents. Outdoor playground equipment is in safe condition, free of sharp, loose or pointed parts.

Napping equipment and bedding were inspected for good condition, appropriate storage and cleanliness. Storage for children's belongings was inspected. LPAs observed children's cubbies inside the classrooms. Parents take blankets home on Friday and return on Monday. Per Director, the isolation area is located in the Office area in Classroom A. The staff restroom is readily available if an ill child requires it. Teacher child ratios were observed, and staff names recorded. Sign in and out sheets were reviewed.

The children are signed in outside using an application from a tablet. After signing in the children are brought to the classroom by the parents. LPA Lee observed that the facility conducted lead testing on 01/03/23 per the document observed during the inspection.

Monthly menus were observed by the sign in area by the front gate of the facility. This facility provides AM snack, lunch, and PM snack. The lunch is brought to the facility by a catering company. There was no kitchen observed. LPA did observe the pantry area in classroom B where the facility kept its snacks.

FACILITY RECORDS: All individuals present have obtained a criminal record clearance or criminal record exemption. There is at least one person trained in CPR and Pediatric First Aid present during this inspection.
Children's roster, Children's files, Staff files were reviewed and are current. In review of children’s records, files contain information including, but not limited to the following: Name, address and telephone number of the child's authorized representative and of relatives or others who can assume responsibility for the child if the authorized representative cannot be reached when necessary.

Per Director, there are currently no children enrolled at this time who required IMS. No deficiencies were cited during this inspection.

Facility was advised to check the CCL website at www.cdss.ca.gov for licensing forms, regulations and quarterly updates.

Notice of Site Visit (LIC9213) was provided and must be posted for 30 days during the hours of operation after each site visit by licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
