On 01/02/2024 at 1:00pm, Licensing Program Analysts (LPAs), Crystal Green and Seung Lee conducted an unannounced Case Management inspection for an increase in capacity. Upon arrival, LPA met with Director, Esther Choe. This facility is currently licensed as School Age program with a capacity of 15 children. Licensee is requesting to be licensed for 15 additional children ages 5- 12 years old. This inspection was conducted in Korean by LPA Lee. Hours of operation will be Monday to Friday from 8am to 6pm. No school-age present during today’s inspection. All indoor and outdoor activity space utilized for the children was inspected today.

This facility is located on the premises of LA First Presbyterian Church. The building was observed to be 2 floors, currently the school-age program operates out of one classroom located on the first floor. The facility was observed to have a barrier located at the bottom of the stairwell within the building. There is also an Infant program (198020157) and a preschool program (198018356) located on the same premises which was observed to operate separately both indoors and outdoors.

Licensing staff continued to tour the facility and measured the new indoor and outdoor activity space. The new school- age classroom will be located on the second floor of the building in the first classroom next to the stairwell. Per the Director, the school age program will no longer be operating on the first floor. Total indoor activity space measured 953.36 square footage, which can accommodate 27 children, insufficient for the number of children being requested. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, bookshelves, and other activity supplies for the children. Drinking water will be available in the classrooms via filter water from faucet located in the off-limit kitchen area. The water will be accessible via a water jug. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 10/19/2023.

LPA observed a total of 2 sinks and 2 toilets available for children’s use located on the second floor next to the stairwell. These are sufficient to accommodate the requested capacity of 30 children. LPAs observed each toilet to be located within an enclosed stall to provide individual privacy. LPA Lee reminded director that the children of different sex can not use the restroom at the same time.

The School- Age program outdoor play area was observed to be located within the parking lot area. Licensing staff observed the school- age program outdoor play area to be located on the outside next to the church parking lot. The playarea is accessible to the children via the main entrance of the facility. Licensing staff observed that the school-age children will have to exist the main entrance to the facility and enter into the church parking lot to gain access to their designated play area. LPA Lee informed Ester Chloe that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. The Director understands that staff must escort children at all times to and from the designated outdoor play area. The designated outdoor area was observed to be fully fenced playground area. Fencing was observed to be wrought iron and at least four feet high. The total square footage for all the outdoor activity space is 2,016 square footages, which can accommodate 26 children, insufficient for the number of children being requested. Shade was not observed in the outdoor play area. LPAs observed the outdoor area to contain 2 basketballs play equipment. LPAs did not observe a seating area available for the school-age children in the outdoor play area. Drinking water will be available via children personal water bottles. LPA observed all hazardous items on the playground to be inaccessible to children. Director, Esther Choe, was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

The following corrections are needed prior to the issuance of the license:
• Licensee must obtain shade and a sitting area for designated school age outdoor play area.

Licensee Representative, Esther Choe, understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied. After receipt of the proof of corrections and final file review is conducted a license will be granted for a capacity increase to 26 children.

Exit interview conducted and report was reviewed with the Licensee Representative, Esther Choe. A notice of site visit was given to the facility representative and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
