Licensing Program Analyst (LPA) Warren Birks conducted an unannounced case management inspection for the purpose of inspecting the facility for a capacity increase. LPA met with Licensee Jasmin Garcia who guided analyst on tour of the facility. The Licensee is requesting to increase to a Large Family Child Care with a capacity of 12-14 children. Family members residing in the home are two cleared adults and minor children. LPA observed three (3) children present at the time of inspection (in compliance with license limitations).

All areas identified on the facility sketch were inspected. This is a one story home consisting of 4 bedrooms and 3 bathrooms. The following areas are used for daycare: Living room, 2 bedrooms, 2 bathrooms, kitchen (walk through), dining area and back yard. Off limit areas include: Master bedroom, 1 bathroom, the garage and a section of the backyard that is inaccessible by a locked gate. The two fire grills in the backyard is inaccessible. Per licensee, there are firearms in the home. LPA observed a locked safe in the off limits area where the firearms are stored. The whole area is inaccessible to children. There are appropriate toys and equipment observed for children. There are no bodies of water on the premises. The Licensee's 2A 10BC fires extinguisher is fully charge with an inspection date of 6/12/2019. Smoke and carbon monoxide detectors in the living room were tested and are in operable condition. There are emergency supplies on the premises and a first aid kit.

The garage is currently off-limits, however it may be an option as an activity room in the future. The home was inspected for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children. Per applicant, there are no dual licenses at this address. There are age appropriate toys. Napping equipment for infants is available. bodies of water on the premises. Posting requirements were observed to be posted at the time of visit.

Note: A qualified assistant must be present and actively involved in caring for children whenever nine (9) or more children are present at the facility. This includes outdoor activity and activity away from the child care facility.

There are two medium size dogs on the premises that remain in inaccessible areas away from children during the hours of operations.

Note: LPA provided Licensee Garcia with a form listing the possible capacity and ratio scenarios approved under Title 22. LPA also reminded Licensee of the following:

1. All adults working with the children, residing in the home or having initial presence in the facility (during operating hours) must be fingerprint cleared.

2. The capacity and ratio requirements for a small family child care home resume when no assistants are present.

3. All medications, cleaners, chemicals and hazardous items (such as knives, sharp objects etc.) must be inaccessible.

4. All incidents requiring medical or any unusual incident must be reported to Licensing within 24 hours.

No citations were assessed during this inspection and the Licensee's small family child care is in compliance. Based on today's inspection and the Licensee's approved June 12, 2019 Fire Clearance (14 children), the facility will be approved for a Large Family Child Care (12 to 14 children) effective September 5, 2019.

Upon receipt the Licensee shall post the Notice of Site Visit and the Licensing Report. This report and the Notice of Site Visit shall be posted for 30 consecutive days. Failure to maintain posting as required will result in a $100.00 civil penalty. Exit interview conducted with Licensee Garcia.
