Inspection conducted in Spanish

On 6/3/21 Licensing Program Analyst (LPA) Alicia Mooberry conducted an unannounced inspection to the family child care home to ensure the health and safety of children in care according to regulations of the Department and Health and Safety codes. Upon arrival, LPA met with licensee, Luz Divina Vasquez. Also present was licensee's spouse and co-licensee Richard Vasquez. The individuals residing in the home were discussed and noted. LPA confirmed with the licensee that all adults working in the home have criminal record/TB clearances. The hours of operation are Monday through Friday from 6:00am to 6:00pm LPAs observed 10 children in care at the time of the inspection.

All areas identified on the facility sketch were inspected. This is a one story home which consists of 4 bedrooms, 2 restrooms, kitchen, dining room, family room, front and backyard (fenced), and garage. The home was inspected for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children.


Areas off limits include: All four bedrooms, 1 bathroom, and kitchen.
Areas used by children include: Garage/activity room, 1 bathroom, dining room, living room, front yard, and backyard. Applicant understands that children in care cannot eat or sleep in the garage.

LPA observed outdoor play area in the back yard to be fenced, cemented with cushioned materials in play areas. There is no swimming pool, spa or other bodies of water observed on the premises. There are age appropriate toys and napping equipment in the facility.

During the inspection, LPA observed, the home neat and orderly. The cabinets in the kitchen and bathroom were observed to have working safety locks. Per licensee there are no poisons in the home.

There is proper ventilation through the home provided by central air. Home has central heating. The kitchen was made inaccessible by safety gate. No hazards of violations were observed in the kitchen. Knives, sharp objects are kept in a box on top of refrigerator detergents, and cleaning compounds are stored in locked cabinets in the kitchen. LPA inspected the bathroom used by the children, no hazards or violations were observed. LPA observed soap, paper towels and hand washing signs. First Aid supplies are available in the garage/activity space.

Licensee has the Parent’s Rights poster and other appropriate forms posted on a board by the drop off area visible to parents. The smoke detector and carbon monoxide detectors in the home were testes and operable. Licensee's disaster drill log notes last drill conducted on 5/6/21. Licensee has a working telephone. The outdoor play area was inspected for safety. LPA observed age appropriate toys and equipment available to children in care.


Children’s files were reviewed for proper documentation and found to be complete. Licensee's First Aid/Infant CPR certificates are valid through 05/2023.
The following were discussed: Individuals who are 18 years of age or older living in the home must be finger print cleared prior to being in the presence of the children in care. Individuals within one month of their 18th birthday must be fingerprinted immediately.

LPA discussed Department of Public Health, Early Care and Education Guidance COVID-19 recommendations. PIN 20-24 and PIN 21-08 were given and explained. LPA observed appropriate use of face covering on all children over 2yrs and adults. Hand sanitizer available at entrance, COVID signs also visible.
No smoking, No infant walkers, No baby bouncers, No Johnny jumpers, No exersaucers and any other item that falls into that category. disaster drills, posting requirements, children records requirements, mandated child abuse and injury/death reporting. LPA discussed Safe Sleep regulations and practices. LPA reviewed SIDs and Never Shake A Baby information. Infants should sleep mouth up, on their backs, free of clutter surrounding their sleeping space.
Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. A qualified Assistant must be present and actively involved in caring for children whenever nine (9) or more children are present at the facility in a large family child care home.
Licensee stated they are familiar with the Child Care Licensing website at: www.ccld.ca.gov and how to access forms, regulations and quarterly updates. Per licensee they received the email notifications.

There are no California Code of Regulations Title 22 deficiencies being cited on this date

Exit interview was conducted with Licensee, Luz Divina Vasquez, Licensee. The Licensee was provided a copy of the appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these forms.

A copy of the LIC 9213 was given to licensee—Notice of Site Visit. The Notice of Site Visit (LIC 9213) – must
remain posted for 30 days during the hours of operation after each site visit by a licensing representative.
Failure to maintain posting as required will result in a civil penalty of $100.00.
