Licensing Program Analysts (LPA) Anomeh Eivazian and Nolan Tcheng , conducted an unannounced case management inspection today at 9:45 a.m.. Upon LPAs arrival at the facility licensee was not present in the home. LPAs met with licensee's mother Marine Sosyan who stated licensee stepped out to buy water. At 10:00 a.m. licensee arrived to the facility. During this inspection there were 9 children present in the facility.

The purpose of this case management inspection was to address a complaint that was documented on 08/24/2020 under licensee’s parent’s facility Mayilyan and Sosyan Family Child Care with facility number 198018963 which is located next door at 524 South Chevy Chase Drive, Glendale, CA 91205. The allegations were as follows: 1. Licensee handles day care children in a rough manner and uses inappropriate forms of punishment, 2. Licensee is not providing nutritious food, 3. Licensee curses at day care child while other children were present.

During this investigation, LPA Eivazian and LPA Razo conducted interviews with licensees, staff, children and random parents. A copy of facility roster was obtained.

Based on an interview that was conducted with staff#4, on Tuesday, 8/18/2020 at around 4:30PM, Marina Sosyan, licensee’s mother pulled child#2’s hair. At the time, staff #4 was talking to a child. One of child#2’s friend, child#7 took the Barbie doll in living room area and chld#1 ran around to find the toy. Child#2 yelled to give the toy back. Marina Sosyan came in from the backyard and pulled child#2's hair and took child#2 at the corner with chair and made child#2 sit there. Per staff #4, child#1 was there, saw what happened.

Based on an interview that was conducted with child#2, licensee’s parents Tigran Mayilyan and Marine Sosyan pulled child#2’s hair . Per child#2, child was playing quietly when both Tigran and Marine pulled child#2’s hair. Child#2 showed how Tigran Mayilyan and Marine Sosyan pulled child#2’s hair, and stated it hurt. Per child#2, at that time staff#5 and staff#6 were present there. LPA asked child#2, if at that time staff #4 was present there and child #2 said: “No”. No other witnesses named by child#2.

Based on interviews that were conducted with Licensee’s parents, Tigran Mayilyan and Marine Sosyan they never handle a child roughly, they did not hit a child. They talk Russian to children who speaks Russian but did not curse children in Russian.

Based on interviews that were conducted with random parents, staff, and children no discourses were made.

Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore at this time the above allegations are Unsubstantiated. Therefore, there are no citations being issued today at 10:30 a.m..


The notice of site visit was posted where the parent/guardian of children enter and exit the facility. This notice shall remain posted for 30 consecutive days. Failure to maintain posting as required will result in a $100.00 civil penalty.

Exit interview was conducted with Licensee, Taron Mayilyan at 10:30 a.m. Appeal Rights procedures explained. A copy of this report and all other Licensing reports must be made available to the public for 3 years.
