Licensing Program Analysts (LPA), Anomeh Eivazian and Nolan Tcheng, conducted an unannounced complaint inspection to the above facility for the purpose of delivering complaint investigation finding on 04/13/2021 at 9:45 a.m.. Upon LPAs arrival in the facility licenee was not present in the home. LPAs met with Marine Sosyan, licensee's mother who stated licensee stepped out to buy water. At 10:00 a.m. licenee, Taron Mayilyan arrived to the facility. LPAs observed 9 children were present in the facility.

During this investigation, LPAs Razo and Eivazian conducted interviews with licensee, current and previous staff, and random parents. Records were reviewed and a copy of the facility roster was obtained.

On 10/07/2020 LPAs Razo and Eivazian conducted a tour of licensee Taron’s home. Licensee took LPAs on tour of the home which included areas not designated for care.

The purpose of the through tour of the home was to document the observation of personal items in the home. During the tour, Licensee Taron Mayilyan showed two toothbrushes in the bathroom.

On 10/07/2020 LPA Razo asked licensee’s mother, Marina Sosyan to show where Tigran Mayilayn, licensee's father personal belongings are kept. Marine Sosyan opened two small closets which located at licensee, Taron Mayilyan’s home and are shared between Tigran and licensee. It should be noted that there is an adjacent door between licensee and his parents’ home.

Based on an interview that was conducted with staff#3, Staff#3 stated that licensee and his parents live in both addresses. Per staff #3, staff is not sure which home is licensee’s main home.

LPA conducted an interview with Staff#2. Staff#2 could not confirm who is living at 524 South Chevy Chase Drive, however, Staff#2 did state that licensee Taron did not live at the facility address. Staff #2 further stated that licensee has another home down the street on Chevy Chase Drive but has never visited the home personally. Staff#2 added that the licensed location was only a daycare.

Based on an interview that was conducted with parent#1, licensee, Taron Mayilyan and his parents, have another home on Chevy Chase Drive and do not live at the daycare address. According to parent#1 a holiday performance took place at the alleged home and was described as a “really nice home”. Parent#1 is assuming that licensee does not live in the licensed location as the home is not set up as living quarters but rather a day care.

Based on an interview that was conducted with parent #2, parent#2 believes licensee Taron Mayilyan and his parents have another home down the street on Chevy Chase Drive but could not confirm which home is used as licensee’s primary address.

Additional observations were conducted by CDSS staff which could not confirm that licensee does not live in the home.

Based on an interview conducted with licensee, Taron Mayilyan he currently lives at 522 S. Chevy Chase Drive but admitted that, at one time, he lived at second home mentioned. Licensee Taron indicated that the second mentioned home is his sister’s house which she currently resides at. Licensee Taron denies that he lives at any other location.

Although the allegation may has happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore at this time the above allegations is Unsubstantiated.

The notice of site visit was posted where the parent/guardian of children enter and exit the facility. This notice shall remain posted for 30 consecutive days. Failure to maintain posting as required will result in a $100.00 civil penalty.

Exit interview was conducted with Licensee, Taron Mayilyan at 10:30 a.m.. Appeal Rights procedures explained. A copy of this report and all other Licensing reports must be made available to the public for 3 years.
