32 | Also, the Department addressed with licensee requirement for enrolled children to be at this facility all the times during daycare hours. And that parents are required to fully be aware and clear on who is the licensee and caregivers to the children in care. Children are not to be going back and forth between Mayilyan Facility and Mayilyan and Sosyan Facility which are licensee’s parent's facility located next door. Co-mingling of children between the two separate licenses is a violation of Title 22 regulations. During the complaint investigation, disclosures were made by several parents that they did not know and not clear which daycare they were enrolled with and which address their child attended. During 08/03/2021 LPA Tcheng observed the door bell was not working. Licensee was advised to have a working door bell or a system that would alert licensee that the parents are at the door in order to prevent co-mingling between two facilities which is next to each other.
Today, the Department asked licensee to clarify where the licensee lives due to investigation findings. Licensee was observed on multiple occasion, leaving 714 South Chevy Chase Drive, Glendale CA 91205 resident and arriving to the licensed address. Licensee clarified verbally during the meeting that 522 South Chevy Chase Drive is his primary resident. Licensee verbally identified 714 South Chevy Chase Drive, Glendale Ca 91205 is his sister's, Ani Mayilyan, residence.
During complaint investigation it was shared that licensee has outside employment and leaves assistants and his mother, Marine Sosyan to operate day care. Also, during most licensing inspections upon LPAs arrival to the facility licensee was not always present in the facility and licensee shows up several minutes after LPAs arrival.
Based on Title 22 Regulation Code: 102417 (a)-- Operation of a Family Child Care Home: (a)The licensee shall be present in the home and shall ensure that children in care are supervised at all times. When circumstances require the licensee to be temporarily absent from the home, the licensee shall arrange for a substitute adult to care for and supervise the children during his/her absence.
