On 2/27/2024 at 1:20 PM, Licensing Program Analysts (LPAS) A. Padilla and T. Tran conducted an Unannounced Required inspection to the above facility. Upon arrival LPAS were greeted by Licensee daughter Hanna Castro who provided LPAS access to facility. LPAS took census of 3 adults and 7 children in care.
At 1:30 Licensee Karen Munoz arrived to the facility and guided LPAS on a tour.
Adults in the home were discussed and all have criminal record clearance.Disaster drill log was available and conducted on
This is a single-story home which consists of three bedrooms and two bathrooms, Kitchen, Living Room, and attached garage. Areas used by the children include the Living Room (located upon entry of the home), Kitchen, Dining Room, and one Bathroom (located to the back of the home). Per Licensee, areas off limits to children and parents include all bedrooms (1, 2, and 3) 1 bathroom, and detached garage. Per Licensee, off limit areas will be locked when children are in care. Main child care area is in the front living room.

All areas identified on the facility sketch as accessible to children were inspected to ensure that they are clean and orderly with ventilation and heating for the safety of the children. At 1:45 PM, LPA observed Living Room to have TV, child size table and chair, and sofa, 2 reclining chairs. LPA observed a wall heater in Living Room that has a barricade. At 1:50 PM, LPAS observed Kitchen with lower cabinets to be free of hazards. At 1: 55PM, LPAS observed children's Bathroom to have operable equipment, adequate supplies, and to have general area safety and sanitation. At 2:00 PM, LPA observed Dining Room to have child size tables and chairs. There is a working telephone maintained in the home. Detergents, cleaning compounds, and other items which can pose a danger to children are inaccessible. LPA observed these items to be stored in locked cabinet. At 2:02 PM LPAS observed sharp knives to to be kept in locked cabinet in Kitchen at time of inspection. The Licensee was advised that inaccessibility of hazards must be constantly reassessed.

Per Licensee, the children will have access to backyard for outdoor play which is accessible through back door in Kitchen. At 2:05 PM, LPA observed backyard has artificial turf and adequate perimeter fencing through-out the yard. Licensee stated she has 5 dogs on premises but are inaccessible to children separated by a barrier outdoors. Detached garage located in back yard was converted to a bedroom. The detached garage/bedroom is inaccessible to children and is off limits..

Per Licensee, they provide food for when children are in care.

Per Licensee, there are no weapons, firearms in the home and there are no bodies of water around the premises. LPA observation did not see any bodies of water around the premises or firearms/weapons at time of inspection.

At 1:50 PM, LPAS observed the valve on the required 2A 10BC fire extinguisher indicates fully charged with service tag or proof of purchase receipt at time of inspection 3/13/23. LPAS tested smoke and carbon monoxide detectors and were operable . 2:10 LPAS observed First Aid kit kept in the play area The Licensee has current Pediatric First Aid and CPR valid until 07/2025. Proof of immunization against influenza, pertussis, and measles was readily available during today’s inspection. The Licensee Mandated Reporter Training was completed 3/2/22. LPA provided resourcPer Licensee, isolation area for sick children will be depend on area of home not currently being used by children in care. Children records and required licensing forms were discussed as well as mandated child abuse reporting and criminal record clearance requirement.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee (or facility representative) was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Rooms that are off-limits need to be made inaccessible during operating hours. NO smoking, NO infant walkers, NO Johnny jumpers, NO saucer chairs, NO incline sleepers and any other item that falls into that category are permitted in the facility.

LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee ] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA reviewed and issued the LIC 311D - Forms/Records to Keep in Your Family Child Care Home.


AB 1207: Beginning on January 1, 2018, this law requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. The facility was found in compliance per Title 22 regulations, there will be no deficiencies only advisories given today.

A notice of site visit was given and must remain posted for 30 days.
