On 01/272023 at 9:15 AM an unannounced Required – 1 Year Inspection was conducted by Licensing Program Analyst (LPA) Katrina Chicote. Facility is currently licensed for a capacity of 20 and currently have 17 enrolled. Licensing staff announced purpose of visit and was granted entry to facility by Staff 1(S1) who provided tour of the facility both indoors and outdoors. The program currently operates Monday thru Friday, 7:45 AM to 2:45 PM. LPA observed required licensing postings in main office and bulletin board in all classrooms. .

At the initial start of the site visit, there is a total census of 13 children and a total census of five teachers present. The facility is made up of two classrooms: RM HS1-Preschool and RM HS2-Early Head Start (EHS). LPA observed ten children with two staff (S2 and S3) to be playing outside upon arrival to facility, per S1 this is RM HS1-Preschool. At 9:48 AM, Early Learning Center Manager, Maricela Guido, and Jenny Acosta, Program Coordinator, joined facility inspection

Beginning at 9:20 AM, outdoor equipment was inspected for safety, cushioning material, good repair and age-appropriateness. LPA observed large child appropriate multi-level play structure with slides and observed there is cushioning material below to absorb fall all well maintained. LPA observed bicycles, plastic play tree house, plastic crawl tube, and other child appropriate toys available for children to use outside that are free of loose and sharp parts available for children. Required shade and fencing were inspected. LPA observed benches under shaded area available for children at time of inspection. LPA advised that the children need to be within the direct care and supervision, including visual supervision of the teacher(s) at all times. The children have access to their water pitchers and paper cups during outside play. Play area was inspected for hazards and inaccessibility to bodies of water; no bodies of water or hazards observed. At 9:26 AM, LPA observed bathrooms that children will use in outside bungalows. were inspected for availability, good repair, water temperature, toilet paper, area safety and sanitation. LPA observed two bathrooms available, Bathroom 1 has two toilets, two urinals, and two sinks; Bathroom 2 has four toilets and two sinks. LPA discussed bathroom supervision policy with S1.

Beginning at 9:30 AM, furniture and equipment were inspected for age appropriateness and good repair in each classroom. LPA observed three children with two staff (S4 and S5) in RM HS2-Early Head Start (EHS). LPA observed child appropriate tables and chairs available for children well maintained. LPA observed learning stations for dramatic play, math, and science with toys free of loose and sharp parts and a library area available for quiet play in each classroom. LPA observed floors and carpets to be free of hazards at time of inspection. Telephone service, heating, lighting and ventilation were evaluated. There were cubbies observed as storage for children's belongings in each classroom. Cots were inspected. Per S1, linens are provided by the facility and washed by laundry service weekly. Availability of drinking water was reviewed. LPA observed water fountains available in each classroom for drinking water and a sink available for use in each classroom. LPA observed walk up changing table in RM HS2-EHS that complies with Title 22 regulation requirements.

Snack/lunch menus were reviewed and observed posted at time of inspection. All meals and snacks are provided by the Long Beach Unified School District. Per S1, facility serves breakfast, lunch, and snack. Trash cans used to discard food have tight fitting lids.

A first aid kit is kept in each classroom, which LPA inventoried for supplies. Carbon monoxide detectors were tested in each classroom and observed operable at time of inspection. LPA observed smoke detectors observed present in the facility and fire extinguishers have been serviced on 12/24/2022. LPA observed disaster drill log available, last drill conducted on 01/13/2023. Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children. S1 states that there are no poisons stored at the facility and currently no children in care requiring medications. Per ELCM, isolation for sick children is in Main Office.

Teacher-child ratios were observed and staff names recorded. Care and supervision was evaluated to determine if the basic needs of children are met and appropriate. Sign-in and out sheets and procedures were reviewed. LPA observed all children present signed in at time of inspection. Personal Rights of children were observed by LPA.

Beginning at 10:23 AM, staff and children’s records were reviewed. Children’s Records were reviewed for completeness. Inspection of required forms was made and documented on the LIC 857. The review of Staff records was documented on the LIC 859.

Staff present did have proof of the AB 1207 Mandated Reporter Training certificate on file. All staff have been given on the-job training sanitation principles, housekeeping, including universal health precautions. LPA observed Pediatric First Aid/CPR expires on 02/17/2023 for S3. LPA did not review confidential staff files during the inspection due to the staff confidential files being stored at the administrative office. All staff and employees have obtained a criminal record clearance or criminal record exemption as a condition of employment with the Long Beach Unified School District.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. The facility was found in compliance per Title 22 regulations, there will be no deficiencies cited today 01/27/2023.

The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site inspection by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
