Licensing Program Analyst (LPA) Ariel Cazares conducted an unannounced case management inspection on this date. LPA met with Director/Licensee Becky Huang and toured the facility. There were 4 children present and two staff. LPA reviewed clearances associated to facility and observed that Assistant Director Leticia Hernandez was not associated to the facility. Director provided LPA with proof of request to transfer clearance. LPA confirmed with the Regional Office that the individual is cleared. LPA obtained copies of the transfer documents to process with the Regional Office.

LPA conducted the inspection for the purpose of addressing a capacity increase and to add a toddler option to the preschool license. Licensee is requesting 12 toddlers be added to the capacity. LPA inspected the classroom and outdoor playground that will be designated for the toddler option. There are separate access points for the toddlers to enter their classroom and playground.

LPA measured and inspected the toddler classroom. LPA observed age appropriate equipment, toys, and supplies for toddler children. The classroom has designated an area near the restroom for ill children waiting to be picked up. There are napping cots available for the toddler children. Reminder: Linens and bedding must be washed weekly. LPA observed a landline in the classroom. LPA tested the smoke and carbon monoxide combination detector located in the toddler classroom and found it to be operational. There are emergency supplies and a first aid kit located in the classroom. There is a parent board with the required postings at the entrance to the classroom.

There is a bathroom adjacent to the classroom where a changing table is located within arm's reach of a sink. The toilet in the restroom will not be used for children, but instead potty chairs will be used for any children beginning potty training. The restroom was observed to be clean and hazard free. There is drinking water available in form of a water filter attached to the sink in the kitchen that is located in the toddler classroom (halfdoor separates the two areas).

Children will bring their own personal water bottles that can be refilled throughout the day. LPA observed snack and meal menus in the classroom. The kitchen will be used to prepare and cook the food provided to the children. There is a stove, refrigerator, and storage space for supplies. The kitchen was observed to be clean and orderly.

The outdoor playground was inspected and measured. There is age appropriate play equipment in the toddler yard. No hazards or violations were observed. The outdoor space is fenced and separated from the preschool space. There are separate access points and entrances. Drinking water will be provided in form of water jugs and personal water bottles. There is adequate shaded area in the yard.

The toddler classroom measurements can accommodate a capacity of 11 children; the outdoor measurements can accommodate only 8 children. Based on the measurements the facility can only accommodate 8 toddlers. Licensee will request a waiver for shared use of the preschool playground when there are more than 8 toddlers in order to meet the request for a capacity of 11 children. Pending approval of the waiver for the outdoor space, the facility may be granted approval of 11 toddlers bringing their capacity to 41 children. There is a current and valid fire clearance on file with the Department.

Prior to approval of the capacity increase and toddler option, the following must be obtained:
1. Update to admission agreement that mentions permission from authorized representative to place child in toddler program.
2. Approval of waiver for shared use of the preschool playground.

Until the above has been completed, the facility must continue to operate at their current capacity of 30 preschool children. No violations were observed or cited on this inspection date.

Exit interview conducted with Licensee Becky Huang. Copy of this report and appeal rights were provided and explained.

The Notice of Site Visit (LIC 9213)must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00.
