Licensing Program Analyst (LPA) Elka Chavez conducted an unannounced 1-year required inspection to the above facility on 07/06/2022. LPA arrived at the facility at 1:25 PM and met with Brisa Ocean, Licensee who guided analyst on a tour of the facility. Entrance Checklist for Family Child Care Homes was provided to the licensee upon entry. There were 5 children present upon arrival. Hours of operation are Monday through Friday from 8:00 AM to 4:30PM.

The home is a single-story home. The home consists of 2 bedrooms, 1 bathroom, living room, kitchen, dining area, family room, laundry room, detached garage and backyard (fenced). LPA observed the day care is mainly conducted out of the family room. LPA observed the detached garage is used for art activities. LPA reminded licensee that the detached garage can only be utilized as activity space. There is no eating or sleeping permitted in the garage. Areas accessible to children are: Family room, bathroom located next to the family, detached garage and backyard. Areas off limits to children and parents are: 2 bedrooms, living room, kitchen, dining area, 1 bathroom and laundry room. All off-limit areas need to be made inaccessible to children in care. LPA observed the door that leads to the home to be closed and locked. The licensee understands that licensing staff may have access to off-limit areas during inspection visit if necessary. Licensee was reminded if children bring food from home it must be labeled with the child’s name and properly stored or refrigerated.

Individuals residing in the home have been discussed and noted. All adults present in the home have obtained a criminal record clearance or exemption. All areas identified on the facility sketch that are accessible for children to use were inspected for safety, comfort, and cleanliness. The following was observed and reviewed during this inspection:

for LIC 9040- Facility Roster, LIC 610- Facility Disaster Plan and Disaster drill log, last drill conducted on 5/31/22.

At 3:35 PM smoke and carbon monoxide detectors were tested and are operable. LPA observed them in the family room and detached garage. Fire extinguisher indicated fully charged and was purchased on 4/13/2019. The home maintains telephone service via cell phone and landline. The home is observed to be clean and orderly. There are toys and other age appropriate material available for children. LPA observed that detergents, cleaning compounds and medication are inaccessible to children. LPA observed child safety latches in the medicine cabinet and cabinet used to store cleaning supplies. Licensee understands that all poisons must be locked. Isolation area for sick children waiting to be picked up is away from the other children. Per Licensee there are no firearms or weapons stored in the home. LPA observed that licensee is implementing COVID-19 precautions and procedures. LPA observed hand sanitizer available by the side entrance of the home where parents sign children in/out. LPA observed licensee documented Covid-19 assessment and temperature check upon receiving children in care. Licensee and employees were wearing mask. Children are encouraged to wear while in care. Individual bins for each child were observed.

Currently Licensee is not caring for any infants. LPA informed Licensee of the new Safe sleep regulations, including LIC 9227 Infant Sleep Plan for infants under 12 months, and the 15-minute sleep check documentation for infants 0-24 months.

Currently, children are using the backyard for outdoor play. The outdoor play area was observed to be fenced. LPA observed that the outdoor yard has toys and other materials for children to play with. LPA's did not observe any objects that could be hazardous to children in care. There are no pools or spas, or other bodies of water. There are 2 dogs (mixed terriers) that are kept in the off limit area of the home. LPA observed the door leading to the off limit area of the home is kept closed and locked making it inaccessible to children in care.

Children’s records were reviewed for (LIC) 282- Affidavit Regarding Liability Insurance, Immunization Records, LIC 700- Identification and Emergency Information, LIC 627- Consent for Medical Treatment and LIC 995A Notification of Parents’ Rights.

Staff records were reviewed for approved Pediatric First Aid and CPR certification, LIC 508- Criminal Record

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Licensee Brisa Ocean was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee Brisa Ocean and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee Brisa Ocean of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Based on the LPA's observations and records review no deficiencies will be cited today. Technical violations must be corrected in order to ensure the health and safety of children in care.

A notice of site visit was given and must remain posted for 30 days.

Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
