Licensing Program Analyst (LPA) Jennifer Hua conducted an annual required inspection on this date. Upon arrival LPA Hua met with Licensee Joung Ryoo. The Licensee allowed LPA inside. Upon entry at 8:22am, LPA observed 1 child in living room. The licensee provides care for children ages 0 to 12 years old. Day care hours will be Monday-Friday 8:00AM-6:00PM. Family members residing in the home include the licensee, licensee's spouse and adult son. 2 additional children were dropped off during visit. Licensee speaks primarily Korean and some English and stated will also have her son review report with her.

This is a one story home that consists of 3 bedrooms 2 bathrooms, kitchen, living room and back yard .The day care will take place in the Living room, 1 bathroom, and parts of the backyard. The kitchen, 3 bedrooms, 1 bathroom, parts of the backyard, and front yard will be off limits. The home was inspected for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents, cleaning compounds, medicines, and hazardous items that can pose a danger to children.

The back yard area is adequately fenced and there is NO swimming pool, spa or other bodies of water observed on the premises. LPA observed a storage shed that was locked and parts of the backyard made off limits with a plastic fence. There are age appropriate toys and napping equipment on the premises. The children will nap in the living room per licensee.

Cleaning products and all other potentially hazardous materials are inaccessible and kept in the off limits parts of the home. There are operational smoke and carbon monoxide detectors throughout the home. The proper fire extinguisher was observed by the front door of the home. Licensee's Pediatric First Aid/CPR expired on 5//2021. Licensee stated will renew the certificate by 3/31/22.

At 8:25am, licensee guided LPA on tour the facility. LPA observed the required 2A 10BC fire extinguisher was serviced on 1/24/2022 as noted on receipt. LPA observed Fire Extinguisher was anchored to the wall by front door. Licensee also tested the dual carbon monoxide detector/smoke detector in the day care room. Both sounded off the alarms and heard by LPA to be functional. Posting requirements were observed to be posted at the time of inspection by the entrance door. Detergents, cleaning compounds, medications, and other items which could pose a danger to children were observed to be inaccessible to children. The licensee states that there are no poisons in the home and understands that storage areas for poisons must be locked with a key or combination lock.

During the tour of the rest of the home, at 8:33am, LPA observed licensee's husband inside off-limits bedroom holding an infant. LPA observed crib inside bedroom does not meet safe sleep regulations. LPA observed crib does not meet standard (side gate can slide up and down) and has been recalled, there are items on side of crib, toys inside crib, mattress is covered with a blanket not a fitted sheet, jungle gym hanging above crib. Licensee states that is where infant sleep. LPA also observed a bouncer chair on the bed and an exersaucer chair in adjacent room. Licensee stated she was not aware of requirements. Licensee stated will return bouncer and saucer chair to parent.

Next LPA toured the outdoor areas at 8:48am. LPA observed age appropriate toys and equipment. LPA observed a BBQ grill accessible to children and it's not covered. Licensee states she will buy cover. The outdoor play area was observed to be fenced. LPA observed that the outdoor yard has toys and other materials for children to play with. .

Per Licensee,. There are no weapons, firearms, pools, spas, hot tubs, fish ponds, or similar bodies of water on the premises. The licensee was observed to be operating within the licensed capacity and is not exceeding the required limitations during this inspection. All adults present have obtained a criminal record clearance on Licensing Information System (LIS). All adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
There are first aid supplies available on the premises in the living room. LPA advised licensee that if a child shows signs of illness he/she/they shall be separated from other children.

Facility roster was reviewed and completed. Per licensee currently there are 4 children enrolled. LPA reviewed 4 children's records, including emergency information, and all are complete. The licensee and her assistants, have proof of immunization against influenza, pertussis, and measles. .

All homes shall conduct fire and disaster drills at least once every six months, and document the date and time of each drill. Last drill documented was conducted on 2/14/2022 as read by LPA from the disaster drill log. Emergency Disaster Plan, Parent’s Rights Poster and the Facility License were observed to be posted at the wall by the entrance.

LPA did no observe the following items during the inspection: Infant Walkers, Johnny Jumpers, Trampolines

Smoking is prohibited in a licensed Family Child Care Home. Per Licensee, no one smokes. There is telephone service via cellphone and land line at the facility during operation hours. Per licensee she does carry liability insurance or a bond in accordance with standard established by Family Child Care statue. Policy reviewed and is current..

INFANT CARE: Licensee states that if an infant is enrolled, the infant will sleep in crib in the bedroom and either her or husband is in the bedroom where they are constantly supervised. Appropriate sleeping arrangements and cribs will be available/observed. (one crib for each infant in care is required). Cribs or play yard will not hinder the entrance or exit from the sleeping space, mattresses shall be firm and covered with a fitted sheet that overlaps the underside so it cannot be dislodged. Cribs and play yards shall be free of loose articles and objects. No objects shall be hanging above or attached to the side of the crib. LPA observed infant sleeping area does not meet regulations. LPA did not observe any infants swaddled while in care. LPA advised the Licensee that infants shall be placed on their backs for sleeping and shall be supervised. Infants shall be checked on every 15 minutes and document the time of each 15-minutes. LIC 9227 Plan shall be completed for each infant up to 12 months of age. LPA provided the licensee with a copy of A Child Care Provider’s Guide to Safe Sleep, by American Academy of Pediatrics. LPA also consulted and explained Child Abuse Reporting, Never Shake a Baby, and Safe Sleeping practices.

SAFE SLEEP: LPA discussed the safe sleep regulations with licensee, and discussed the Child Care Licensing Safe Sleep webpage at http://www.cdss.ca.gov/inforescources/child-care-licensing/public-information-and-resoucrces/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at http://www/cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Medication: Incidental Medical Services (IMS) policy was discussed. The licensee states that she does not provide IMS. Per licensee, there are no children enrolled that require IMS at this time. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA advised the licensee to access forms, regulations and quarterly updates online at: www.ccld.ca.gov. LPA also discussed the Provider Information Notices (PINS) on Safe Sleep Awareness: PIN 19-02-CCP,
U.S. CONSUMER PRODUCT SAFETY COMMISSION FISHER-PRICE INFANT EQUIPMENT RECALLS: PIN 20-19 CCP COVID FAQ - PIN 20-11-CCP, Required Lead Testing: PIN 20-01 CCP Effects of Lead Exposure, and Guardian User Account Access - PIN 20-20-CCLD.
LPA inquired into the licensee’s practices related to COVID-19. Licensee stated that they practice hygiene such as hand washing with the children. Licensee has hand sanitizer available in the drop off area and inside her home. Licensee states they practice social distancing with children, licensee and staff wear masks all the times indoor and teaching children about wearing proper face covering.

Based on observation and interview, the licensee did not comply with the section cited above. LPA observed a crib that has been recalled, mattress not cover with fitted mattress, jungle gym hanging above the crip, toys and lose blank inside the crib which poses/posed a potential health, safety or personal rights risk to persons in care.
