Licensing Program Analysts (LPA) Cynthia Reyes, conducted a announced pre-licensing inspection to inspect and measure this facility for capacity determination. LPA met with Applicant Koryn Parker, who assisted LPA with touring and measuring the facility.

This is a proposed Pre-School Program for a capacity request of seventy eight (78). This facility consists of 4 class rooms (Discoverers room 1 & 2, Explorers and Travelers, which were measured for capacity determination of inside space). This facility also has specific areas (Lands) that the children in each class room will use for one (1) hour at a time, each day. One land is located inside the class room building and is called the Exploratorium Land, on the outside is another land called Little Land and in another building down the hall from the school is Theater land. (Each area was measured, however is not part of the capacity determination). This program will serve children ages, 2 years to 5 years. This program will operate Monday to Friday 6:30 AM - 6:00 PM.
This facility is located on the same lot as the St. Andrew Lutheran Church and has its own self contained area

All areas identified on the facility sketch were toured both indoors and outdoors; measurements were taken during this inspection. LPA observed cubbies that will be used to store children's personal belongings.

Sign-In and Sign-Out IPad will be located on the entrance of the office lobby and for early entrance of children, it will be located at the entrance of the little land opening/closing class door. A health check will be conducted prior to children signing in on a daily basis. There is drinking water readily available in each class room (Jug & cups). Furniture and equipment were inspected for age appropriateness and good repair. Telephone service (Walkie talkie & IPads), heating, lighting and ventilation were evaluated. Linen will be taken home each Friday to be washed. Napping equipment (cots) were observed to be stored in the church lounge and can be wheeled in and out daily to the napping class room. Age appropriate sinks and toilets were inspected for availability and good repair. LPA observed that the facility does have carbon monoxide detectors, smoke detectors, and serviced fire extinguisher. Fire clearance was received and approved for capacity request of 78 preschool children.

LPA advised that forms, regulations and quarterly updates can be accessed on the Child Care Licensing website at: www.ccld.ca.gov.

Based on measurements taken today and the amount of toilets and sinks and outdoor measurements, the capacity for the proposed preschool will be approved for 78 preschool children.

This facility will not have a Transportation policy or will provide transportation.

Items discussed during this visit:
I. Licensing does not tolerate the following: Refused Entry to a Facility or Any Part of a Facility is a violation of Section 1596.852, 1596.853 or 1597.09. Regulations 101238 (g) (2), The Presence of an Excluded Individual, Fire Clearance Violations, Accessible Bodies of Water, Accessible Firearms, Ammunition or Both.
II. Breakfast/Lunch/Snack Menus: Menus are required to be posted one week in advance where it is visible by the child's authorized representative. Menus for the past 30 days must also be available upon request.
III. Current Children’s Roster: Each child day care facility shall maintain a current roster of children who are provided care in the facility. The roster shall include the name, address, and daytime telephone number of the child's parent or guardian, and the name and telephone number of the child's physician. This roster shall be available to the licensing agency upon request. LIC 9040 was provided to the applicant on this date.
IV. Pediatric First Aid and CPR: At least one person trained in Pediatric First Aid and CPR must be present. Per applicant, Teacher’s will have a copy of their teacher permit available.
V. Designated Staff: The name of the child care center director or fully qualified teacher(s) designated to act in the director's absence must be on file.
VI. Qualifications: Educational background, training, and/or experience for each staff present must be available for review. Per applicant, Teacher’s will have a copy of their teacher permit available.
VII. Children’s Records: must be available for review; including but not limited to, the following: Name, address and telephone number of the child's authorized representative and of relatives or others who can assume responsibility for the child if the authorized representative cannot be reached when necessary.
VIII. Immunization Requirements: Commencing September 1, 2016, a person shall not be employed or volunteer at a day care center if he or she has not been immunized against influenza, pertussis, and measles.
IX. LIC 311A - Records to be Maintained at the Facility: Child Care Centers was provided to the applicant during this visit.
X. AB1207: The following was discussed: As of January 1, 2018, Health & Safety Code 1596.8662 requires all licensed providers, applicants, directors and employees to complete training as specified on their mandated reporter duties and to renew their training every two years. New employees shall have 90 days from date of employment to complete training as required. The training may be met by using the Department’s Office of Child Abuse Prevention (OCAP) online training modules at: http://www.mandatedreporterca.com/.

Disinfectants, cleaning solutions, and other items that are dangerous to children, will be inaccessible to children and were observed to be stored in the kitchen and in a locked high cabinet in each class room.

This program will provide an AM and PM snack. Lunch will also be provided by the facility and made in house. Snack and Lunch menu was available and posted during the inspection. The kitchen areas/food preparation area is located in a separate room outside the class room building. The food storage area was observed to be clean and free of litter, rubbish, rodents, and/or any other vermin. All storage containers for solid waste, including moveable bins shall have tight-fitting covers that are kept on, and in good repair. Trash cans used to discard food shall have tight fitting lids. The facility was observed to be free of flies, other insects and rodents. Cleaning solutions were stored in a separate area from food items in the kitchen.

Outdoor playground equipment is in a safe condition, free of sharp, loose or pointed parts. LPA advised the Applicant and the Director that the children need to be within the direct care and supervision, including visual observation and supervision of the teacher(s) at all times. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yard. Availability of outdoor drinking water will be a jug and cups for the children to drink freely. There are no bodies of water on the premises.

Applicant states that medication will be stored in the directors office in a locked cabinet. First aid kits are available. First-aid kit is in the classroom and will be rolled outside during outside time. .



The directors office will be used as an ill/isolation area and has a bed for a child to rest if needed. Ill children will use the bathroom located in the Exploratorium land room, that is also where the staff restroom is located.

Incidental Medical Services (IMS): This facility does not plan to provide Incidental Medical Services at this time. – IMS.
