Ana Chico and Denise Gibbs, Licensing Program Analysts (LPAs) conducted an announced prelicensing inspection. Met with Angela Capone, Vice President for Early Education, Para Los Ninos. Also present during the inspection was Carla Torres, Area Supervisor/ Designee. Ms. Torres will be in charge of the day today operation of the infant and preschool programs. All areas identified on the facility sketch were toured indoors and outdoors and measurements were taken as well. Para Los Ninos is requesting licensure for an infant program which offers care to (18) infants.

The proposed program will operate 8:00 AM - 5:00 PM, Monday - Friday. There is no designated parking for parents and visitors, however, Lexington Street has been designated as a "drop off and loading zone". This facility will also operate a preschool program (#198020303). Children enrolled in the infant program will enter off of Lexington, while preschool children will enter through the front entrance facing Vine Street. The Director's Office is located near the Vine entrance. The ill/isolation area shall be in the Director's Office (a cot will be available for children to use). The adult restroom will also be used by ill children and is located near the entrance to Room #88 There are fire extinguishers and a pull alarm system in place. The carbon monoxide detector is part of the hardwired fire system installed. Per applicant, children will be signed in upon entry to the classrooms. The Infant and Preschool programs do not have shared areas as each program has partitions in place to prevent commingling.

The infant program will operate in Infant Rooms #81 thru #83 ( a portion or Room #83 will be used as a napping area). All rooms have changing tables with a sink. All classrooms were observed to be well ventilated, well equip with plenty of lighting. Cots are available for older infants (over 12 months) in Room # 81 and #82. Napping equipment will be washed daily or as needed by staff.

The infant program has a kitchen to store refrigerated snacks as well as hot and cold running water. Refrigerators are available in each classrooms as well. Dishes and utensil will be washed and/or disposable plates will be used as well. Applicant will provide breakfast, lunch and afternoon snack. Infant menu must be posted and all snacks provided must meet federal food guidelines. Meals will be provided via an outside vendor. Posting requirements were observed throughout the facility. The licensee will provided meals, formula and infant's and toddlers diapering needs. All rooms will have water dispenser and cups available so that children can drink freely and as they wish.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The infant program has its own designated playground. Age appropriate soft toys, slides and mats were observed. Staff will bring a water pitcher and cups outdoors in area designated for infant play so that infants may drink water freely as they wish. There is adequate shade in the outdoor play area. There is rubber cushioned astro-turf in place to absorbs falls. Based on measurements taken today and the requested capacity, a license will be issued for (18) infants. Fire clearance is pending. An inspection was conducted, however, at this time the inspection for the infant program was not been received. When the fire clearance is received by the licensing agency, the license issued will be effective 7/22/19 . Exit interview with Angela Capone. Appeal Rights were discussed.
