On 2/18/2021, Licensing Program Analyst (LPA) Ariel Cazares conducted a technical assistance visit with Director Megha Sahni at the licensed facility via FaceTime.

The purpose of the visit was to provide technical assistance to the facility that has been granted a waiver to temporarily operate outside of the conditions of their license. This waiver will be used due to the spread of COVID-19 in Southern/Northern California.

The child care will be operated Monday through Friday, 6:30am to 6:00pm. The waiver will allow the infant program to utilize a vacant preschool classroom for additional infant children. The facility will operate within its capacity of no more than 29 children, as the waiver is not for a capacity increase. Should the facility need to operate beyond what has been approved in the waiver or any changes to the conditions of the waiver occur, the Monterey Park Child Care Regional Office shall be notified.

At 12:00 pm LPA was shown the entrance of the facility where parents enter. There are postings for parents on a parent board as well as COVID related postings such as mask wearing and hand washing protocols. There is a check in table for signing the child in and out via a handwritten system and hand sanitizer was observed. Staff conduct health checks by asking questions about child and family and taking temperatures prior to acceptance to the facility. The outside yard was observed and is separated from the preschool yard that is designated for the preschool program. Outdoor space did not have any visible hazards and equipment is age appropriate. The groups will go out on a staggered schedule. Each group will have their own equipment which will be sanitized after use.

At 12:03 pm LPA was taken to the proposed infant classroom, the Sunflower Classroom. The room will be set up with age appropriate furniture and equipment. A napping area will be set up. LPA requested photos of the final set up of the classroom. This classroom will be designated for up to 12 children ages 12 months to 24 months. There is a restroom in the classroom with appropriate sized toilets and a changing table within arm’s reach of a sink. The kitchen is adjacent to the classroom but kept off limits via a half door. The snacks and meals will be prepared in the kitchen for the children. Per director, staff practice handwashing, glove wearing, and mask wearing when preparing food. Water will be available for children who drink water. Water jugs and disposable cups are available. Personal cups can be used and are sanitized daily. LPA was taken to the currently occupied infant classroom. Children were napping at the time. There were 6 children and 3 teachers in the room. Per director there are no more than 12 children enrolled in this classroom.

LPA observed the office which will be used as the ill isolation room. There is a staff restroom available for an ill child with a changing table within arm’s reach of the sink. The fire extinguisher was last serviced on 10/15/2020 and director verified that the smoke and carbon monoxide detectors in the classroom are operational.

To further ensure health and safety of the children in care, Community Care Licensing will provide on-going Technical Assistance (TA) to the facility. LPA advised director to stay updated with the Provider Information Notices (PINs) on the department website www.ccld.ca.gov as well as www.covid19.ca.gov for COVID-19 related information.

An exit interview was conducted with Director Megha Sahni. A copy of this report will be sent via email with an attached read receipt as proof of receipt. LPA requested report be signed and a copy returned to the Regional Office in addition to the confirmation of read receipt.
