CASE MANAGEMENT INSPECTION CONDUCTED IN ARMENIAN
This was a case management inspection conducted by Licensing Program (LPA) Anomeh Eivazian at 8:45 a.m.. This case management inspection was conducted with Licensee, Arman Igitkhanyan in Armenian to address a request for a capacity increase to a Large Family Child Care Home (FCCH) license. Licensee, Arman Igikhanyan has been licensed at this address since 01/08/2020. For Large Family Child Care Home Fire Clearance was granted on 02/18/21. During this inspection ten children were present in the home. Facility has Emergency Waiver on file. Per licensee, Arman Igitkhyanyan facility hours are Monday to Friday from 7:00 a.m. to 11:00 p.m. During this inspection also Ovsanna Mamyan, licensee's wife/assistant and Anahit Galstyan, licensee's assistant were present in the home.

All areas identified on the facility sketch were inspected. This is a one story home that consists of 3 bedrooms, 2 and 1/2 restrooms, dining room (classroom), living room (classroom), kitchen, laundry room, backyard (fenced), detached garage and front yard.

Areas that are accessible to children are as follows: Living room and dining room (classrooms), 1/2 bathroom adjacent to the kitchen, kitchen, 1 bedroom next to the kitchen and front part of backyard (fenced).
Areas off limits based on facility sketch submitted to children and parents include: Two bedrooms, two bathrooms, back of backyard, front yard, detached garage (storage), and laundry room.
**Rooms that are off-limits need to be made inaccessible during operating hours**

At 9:10 a.m., Licensee took this LPA on a tour of the home. LPA was toured through the interior starting with the living room and dining room (daycare classrooms), LPA observed sofas, a coffee table, and TV in the living room. LPA observed children's table, chairs, and toys in the dining room. LPA observed all electrical outlets were covered in living room and dining room. Next LPA toured the two off-limit bedrooms and observed licensee's biological children doing zoom classes. LPA observed licensee's family

members personal belongings in the home. Next LPA toured the off-limit two bathrooms and did not observe any hazards. Next LPA toured the kitchen and observed all cleaning compounds and sharp items were inaccessible to the children. LPA observed a sliding safety gate was installed to the kitchen. Next LPA toured the half bathroom adjacent to the kitchen and did not observe any hazards. Next LPA toured the 1 day care bedroom and observed 10 children were playing in the room with licensee's assistants. LPA observed children's toys and napping cots in the bedroom. LPA observed the required 2A 10BC fire extinguisher was anchored to the wall by the half bathroom. It was serviced on 01/07/21 as read by LPA from the service tag. Licensee tested the carbon monoxide and smoke detectors in the living room. It sounded off the alarms and heard by LPA to be functional.
Next LPA toured the backyard fenced. Per licensee children only use the front part of the backyard fenced that is separated from the rest of the backyard by 6 feet high vinyl walls, also the daycare outdoor playarea is fenced . The outdoor playarea ground is covered with artificial grass, LPA observed play structures, play houses and toys in the backyard. Next LPA toured the back of the backyard. LPA observed the gate swing away from the back of backyard. LPA observed an empty jacuzzi in the back of back yard, off-limit area which was covered. Next LPA toured the off-limit detached garage (storage) and observed licensee's personal belongings in the garage. Per licensee, parents enter the facility through the main entrance door which leads to the living room.
Per Licensee, Arman Igitkhanayn at 10:13 a.m., there are weapons and firearms in the premises. LPA observed the fire arms are stored in off-limit area and firing pins were removed. Ammunition were locked separately in off-limit area. Per licensee there are no pets on the premises.

The licensee was observed to be operating within the licensed capacity and is not exceeding the required limitations during this inspection. All adults present have obtained a criminal record clearance on Licensing Information System (LIS). Per licensee, Arman Igitkhanyan currently 2 adults (licensee and his wife) and 2 children live at this address. The licensee, Arman Igitkhanyan has current pediatric first aid and CPR (expires: 09/2021). Licensee, Arman Igitkhanyan completed required mandated reporter training on 09/26/2019. At 10:50 a.m., facility roster was reviewed and completed. Per licensee currently there are 10 children enrolled. LPA reviewed five children's files from 10 enrolled children, and all five reviewed files were completed.

INFANT CARE: Licensee states at 11:00 a.m, that he does care for infants. Any infants in care will stay in the area where the licensee or assistant are. LPA advised the licensee to sleep infants where the infant can be directly supervised and advised against sleeping infants in a separate room. The licensee states that infants sleep in the childcare area under direct supervision all the times. LPA reviewed SIDs, Never Shake A Baby, and safe sleeping practices. Infants should sleep mouth up, on their backs, free of clutter surrounding their sleeping space. Safe sleep concepts were provided.

Medication: Incidental Medical Services (IMS) policy was discussed at 11:00 a.m, For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Per licensee he does not carry liability insurance or a bond in accordance with standard established by Family Child Care statue. Signed statements (LIC282) on five reviewed files.

LPA issued the Confidential Names List (LIC 811) to the licensee during this inspection. The Confidential Names List documents the children’s files that were reviewed during this inspection.


The home has no need for corrections at this time based today's inspection conducted by LPA Eivazian from the areas that were inspected.

LPA inquired into the licensee’s practices related to COVID-19. Arman Igitkhanyan, licensee stated that they practice hygiene such as hand washing with the children. Licensee has hand sanitizer available in the drop off area and inside his home. Arman Igitkhanyan states they practice social distancing with children, take children temperature daily, licensee and staff wear masks all the times and teaching children about wearing proper face covering.
At this time, the licensee is in compliance with California Title 22 Regulations. Therefore, there are no citations being issued today. Exit interview was conducted with Licensee, Arman Igitkhanyan at 12:00 p.m.. Appeal rights explained & provided. A copy of this report and all other Licensing reports must be made available to the public for 3 years.
